Caisse de Compensation, under the Ministry of Economy and Finance of the Kingdom of Morocco, announces the opening of applications for the position of Payment and Recovery Service Head, as part of the vacant management positions within the institution. Essential Information About the Position

This announcement follows the decision of the Director of Caisse de Compensation under number D26.2489/CC, in accordance with the Royal Decree No. 1.58.008 of 4 Chaabane 1377 (February 24, 1958) concerning the general statute of the civil service, Decree No. 2.11.681 of 28 Doul Hijja 1432 (November 25, 2011) relating to the appointment procedures for division heads and service heads in public administrations, as well as the Circular of the Head of Government No. 2013/7 of 18 Joumada II 1434 (April 29, 2013) regarding appointments to management positions in public institutions.

Application Conditions for Service Head Position

To be eligible for the Payment and Recovery Service Head position, candidates must meet the following conditions:

  • Be classified at least at the grade of second-class administrator or within the state engineer framework or in one of the equivalent index grades.
  • Hold a diploma or certificate allowing access to third-class administrator grade or equivalent grade at minimum.
  • Have at least two (2) years of effective service as a permanent agent, or two (2) years exceptionally for contract agents.
  • Applications are also open to agents performing service head functions at the date of announcement of the position vacancy.

Special Exceptions

In case of service necessity, exceptions may be made to allow candidates for the service head position from permanent agents belonging to Caisse de Compensation or working in state administrations and territorial communities, classified at third-class administrator grade or equivalent, provided they have seniority of at least 15 years of effective service, including 4 years minimum in the mentioned grade.

Application File Composition

Candidates must prepare an application file containing the following documents:

  • An application letter addressed to the Director of Caisse de Compensation.
  • A duly completed application form according to the model attached to the decision, including:
    • A detailed curriculum vitae presenting the candidate's academic and professional qualifications, a summary of their career path and positions held.
    • A work program and methodology proposed by the candidate for managing, developing, and improving the performance of the concerned administrative unit.
    • Approval from the head of the administration to which the candidate belongs, and the opinion of their direct supervisor regarding their professional competence to assume the responsibility.

Candidates must submit their application files, in five copies, in a sealed envelope to the secretariat of the Director of Caisse de Compensation, before the deadline set for April 30, 2026 at 16:00. Selection Process and Appointment

A commission designated by decision of the Director of Caisse de Compensation will proceed with the selection of files meeting the application conditions, and the list of candidates accepted for the selection interview will be announced. Subsequently, another commission will conduct the selection interviews, and selected candidates will be appointed by order of the Director of Caisse de Compensation.

Caisse de Compensation collects candidates' personal data for the purpose of studying and evaluating their application files, in accordance with the authorization issued by the National Commission for the Control of Personal Data Protection under number 8-811-87/2026. Candidates have the right to contact the institution's services to exercise their rights of access, rectification, and opposition, according to the provisions of law 09-08.
