This recruitment call specifically targets tenured civil servants currently working within the Sustainable Development Department. The announced division head positions require proven managerial and leadership experience. This decision is based on several regulatory texts, including:

  • Decree No. 2.11.681 of November 25, 2011, concerning the appointment procedures for division heads
  • Decree No. 2.23.923 of January 29, 2024, defining the responsibilities and organization of the sustainable development department
  • Decision No. 152.25 of January 15, 2025, by the Minister of Energy Transition and Sustainable Development

Eligibility Requirements

Candidates must meet several essential conditions ensuring the competence of new management teams:

  • Be classified at least at the level of second-grade administrator or within the state engineer framework
  • Hold a diploma or certificate allowing access to third-grade administrator level or equivalent
  • Have at least four years of actual service as a tenured employee by the application deadline
  • Have previously served as department head, or currently serve as division head

Application Documentation

Interested candidates must prepare a complete application file containing the following documents:

  • A handwritten application signed and stamped by the candidate
  • The application form attached to the decision, downloadable from the sustainable development department website or the public employment portal
  • A French-language curriculum vitae with recent photograph
  • Approval from the head of the administrative unit to which the candidate belongs
  • A proposed work program and methodology for developing division performance
  • The direct supervisor's opinion on the candidate's competencies and ability to manage a division

Submission Process and Timeline

Applications must be submitted exclusively through electronic upload of all required documents via the public employment portal (depot.emploi-public.ma), before 4:00 PM on February 16, 2026. No application received through other means or with missing documentation will be considered.

Selection Process and Committees

A commission designated by decision of the Minister of Energy Transition and Sustainable Development will conduct selection interviews in accordance with Article 9 of Decree No. 2.11.681. After reviewing application files, the list of candidates selected for interviews will be published on the public employment portal and the sustainable development department website.
