The Office of Vocational Training and Labor Promotion announces the opening of applications for the position of Head of Guidance Service, an exceptional professional opportunity for ambitious professionals seeking to join a leading institution in vocational training in Morocco. Key Responsibilities of the Head of Guidance Service

The Head of Guidance Service will be responsible for leading and coordinating activities related to information, guidance, and selection of training candidates. The main responsibilities include:

  • Collaborating with the Communication Department to design and implement strategies appropriate for informing and guiding training candidates
  • Developing annual forecasts related to guidance and candidate selection strategy
  • Assisting Regional Directorates and training institutions with technical and logistical aspects of guidance and selection processes
  • Designing and improving procedures and tools dedicated to information, selection, guidance, and trainee support
  • Developing and enriching the technical content of the OFPPT guidance platform
  • Supervising the Professional Guidance Centers system, including human resources training, animation, and provision of technical tools
  • Ensuring, in collaboration with Regional Directorates, monitoring of the training admission process and associated performance indicators
  • Accompanying Regional Directorates in animating Extracurricular Activity Clubs within training institutions
  • Designing and implementing initial and continuous training plans to maintain the competencies of guidance counselors, trainee managers, and other involved actors

Required Qualifications and Skills

Candidates must meet the following conditions:

  • Hold a Master's degree or equivalent, ideally in one of the following fields: Education Sciences, Human Resources Management, Psychology, Management, or any other relevant field for guidance and training missions
  • Justify cumulative professional experience of at least 4 years in the field of professional or academic guidance, or project management in the field of education or training
  • Have experience in developing and implementing information and communication strategies
  • Possess experience in managing multidisciplinary teams and coordinating activities at regional or national level
  • Be under 45 years of age at the date of starting service
  • Be of Moroccan nationality

Additional Preferred Competencies

The following competencies are considered advantageous for candidates:

  • In-depth knowledge of guidance, selection, and support processes in educational or professional environments
  • Mastery of digital tools and platforms dedicated to guidance and training
  • Ability to analyze performance indicators and derive operational recommendations
  • Aptitude for designing pedagogical tools and animating training sessions
  • Excellent written and oral communication skills in French, and ideally in other languages (Arabic, English)
  • Experience in the public sector or in an organization similar to OFPPT
  • Knowledge of challenges and specificities of vocational training systems
  • Adaptability in dynamic and multicultural environments

Specific Conditions for OFPPT Staff

For staff currently employed at OFPPT, the following conditions apply:

  • Be a permanent staff member classified at scale 19 or higher, or by exception at minimum scale 16 with at least 4 years of effective service in category C
  • Having training in psychology or similar is an advantage
