Timahdite Commune, under the jurisdiction of the Ifrane Province Prefecture, announces the reopening of applications for the position of Director of Collective Services, following the absence of previous applications. This role presents a significant leadership opportunity for tenured civil servants and contractual agents working in various state administrations and territorial communities, who wish to contribute to administrative development and local progress.

Position Details and Requirements

The Director of Collective Services undertakes diverse administrative and organizational responsibilities aimed at ensuring the smooth operation of communal services. Key duties include:

  • Assisting the Council President and Council in strategic management and policy formulation.
  • Supervising the communal administration, its organization, and coordination among different departments.
  • Coordinating relations between the Council Presidency and external authorities and services.
  • Preparing, implementing, and monitoring decisions of the Council President and council deliberations.
  • Ensuring the organization of council sessions and committee meetings.
  • Managing legal follow-up for disputes involving the commune.
  • Overseeing archives, civil status registers, and litigation matters.
  • Contributing to partnership development and agreement drafting.
  • Monitoring training and continuous education for commune employees and council members.

Required Competencies and Qualifications

Candidates interested in this position must meet several professional and administrative conditions, including:

  • Being ranked at least at the second-class administrator grade, or within the state engineer framework, or in an equivalent index grade.
  • Holding a diploma allowing access to the third-class administrator grade.
  • Having at least two years of service as a tenured civil servant, or three years for contractual agents, in state administrations or territorial communities.
  • Previous experience as a department head (with possible exemption if service necessity requires).

The position also demands advanced personal and professional competencies, such as:

  • Ability to assume responsibilities and create a positive work environment.
  • Leadership skills in team formation and animation.
  • Capacity for planning, analysis, and work organization.
  • Mastery of management by objectives techniques and dashboard preparation.
  • Good knowledge of governance rules and sustainable development.
  • Ability to manage internal and external relations and communicate effectively.
  • Proficiency in text and report drafting techniques.
  • Capability to use office computing tools and information technologies.

Application Procedure and Deadlines

  • A completed curriculum vitae including a recent photograph and professional journey summary.
  • A candidacy form with approval from the belonging administration and supervisor's opinion on competencies.

  • Recruitment, tenure, and current framework appointment decisions.
  • Copies of obtained diplomas or certificates.
  • Appointment decision to a responsibility if available.

Application files must be deposited at the commune's registry office during official working hours of public administrations, from April 13, 2026, until April 20, 2026, at 4:30 PM, which is the final deadline for application acceptance. A commission established by the Commune President will handle the selection of eligible files and conduct selective interviews.
