Professional Leadership Opportunity at Casablanca Settat Region

The Casablanca Settat Region announces the opening of applications for two vacant leadership positions within the Regional Council, namely the positions of Head of Performance Evaluation Service and Head of Internal Audit Service. This opportunity is directed at permanent civil servants and contract agents working within the administration of the Casablanca Settat Regional Council and under its budget, who meet the specified conditions.

Details of Vacant Positions

This announcement is based on a set of legal and regulatory texts, including Royal Decree No. 1.15.83 of 20 Ramadan 1436 (July 7, 2015) implementing Organic Law No. 111-14 relating to regions, Royal Decree No. 1.58.008 of 4 Sha'ban 1377H (February 24, 1958) constituting the general statute of the civil service, as well as decrees and decisions governing the conditions for appointment to senior positions.

Main Application Conditions

  • Be ranked, at minimum, in the grade of second-class attaché or in the assistant framework or in one of the equivalent indicial rank grades.
  • Hold a certificate or diploma allowing access to the grade of third-class attaché or higher grade.
  • Have at least two (02) years of effective service as a permanent employee or three (03) years for contract agents of state administrations, as of the date of this announcement.

Exceptional Conditions

Permanent civil servants and contract agents currently performing, as of the date of this announcement, the functions of head of service may apply for the positions. Furthermore, if the interest of the service requires it, permanent civil servants and contract agents ranked in the grade of third-class attaché or in one of the equivalent indicial rank grades, with at least fifteen (15) years of effective service in state administrations or territorial communities, including at least four (04) years in the mentioned grade, may apply for the head of service position.

Responsibilities of Head of Performance Evaluation Service

The Head of Performance Evaluation Service works under the supervision and control of the President of the Casablanca Settat Regional Council, and assumes within the framework of powers devolved to regions the following responsibilities:

  • Develop a control model regarding strategic vigilance, methodology, and work tools.
  • Identify the annual work program and service quality.
  • Monitor compliance with the implementation of provisions of Law 111-14 relating to regions.
  • Monitor compliance with the implementation of all legal and regulatory provisions related to the region's competencies.
  • Monitor the execution of decisions and resolutions issued by the Council and its president.
  • Monitor administrative effectiveness and proper functioning of services.
  • Monitor the efficiency of using human and material resources.
  • Monitor documentation of files.
  • Contribute to establishing monitoring mechanisms and dashboards.
  • Contribute to developing procedures and job descriptions.
  • Contribute to defining objectives of various departments.
  • Analyze gaps between achieved and expected results.
  • Evaluate the level of task mastery.
  • Provide recommendations aimed at improving performance.

Required Qualifications and Competencies

Candidates must possess the following qualifications:

  • Knowledge of applicable legislation, laws, and procedures.
  • Ability to develop indicators and dashboards.
  • Organizational and supervisory skills.
  • Communication skills and ability to work in a harmonious team.
  • Analytical skills.

Application File Composition

  • Application request accompanied by the administration head's approval with opinion on the candidate's competence.
  • Application form downloaded from the public employment portal www.emploi-public.ma, bearing a recent photograph and including the candidate's qualifications, an overview of their professional background, as well as the missions and functions performed.
  • Work program and methodology proposed by the candidate regarding the management of the concerned administrative unit, its development, and performance improvement.
  • Copy of obtained certificate or diploma, accompanied by the equivalence decision issued by the competent government authority for foreign diplomas.
  • Copy of national identity card.
  • Appointment decision in the framework.
  • Appointment decision to a responsibility position if available.

Application Deadlines and Procedures

Application files must be submitted, mandatorily in five (05) copies against receipt, at the region's headquarters - Human Resources and Administrative Careers Service - located at Boulevard Victor Hugo, Habous district, Casablanca, during working hours in force in public administrations from the announcement publication date until May 12, 2026 at 4:30 PM as the final deadline for accepting applications.

Selection Interview

The selection interview will focus on the candidates' mastery of the legal and managerial system related to the contested position, as well as modern public service management techniques and mechanisms.

Study and Selection Committee

A committee created by decision of the President of the Casablanca Settat Regional Council is responsible for studying files meeting application conditions, as well as conducting selection interviews of candidates whose files have been accepted.

Results Publication

The list of candidates admitted to take the selection interview, as well as the date and place of its holding, will be announced through the same channels of dissemination of this decision, and this publication serves as summons to the concerned persons.

This decision is published on the public employment portal www.emploi-public.ma and on the website of the General Directorate of Territorial Communities www.collectivites-territoriales.gov.ma as well as on the region's website and other communication platforms.
