National Solidarity is reopening applications for the position of Recovery Service Head within the financial resources division of the sub-directorate responsible for administrative and financial affairs. Position Details and Key Responsibilities

The position encompasses a range of fundamental duties requiring advanced expertise and competencies in the financial and administrative domains. Among the primary responsibilities is overseeing the collection of various revenues including parafiscal fees, donations, funds, and other financial resources. The role also involves monitoring the status of collection for different financial resources and identifying various funding sources as well as stakeholders involved in the recovery process.

Additional responsibilities associated with this position include corresponding with relevant parties to ensure effective resource collection, and preparing detailed periodic reports on the progress of recovery operations. These duties demand high analytical capability and deep understanding of the financial and administrative systems operating in public institutions.

Application Requirements and Qualifications

Candidates must meet a set of fundamental conditions established by National Solidarity. For permanent civil servants and contractual agents, applicants must be classified at minimum in the second-class administrator grade (scale 11) or in an equivalent framework, or in one of the grades with similar classification index.

Academically, candidates must hold at minimum a certificate or diploma allowing access to third-class administrator grade or equivalent grade. Professional experience of at least two years of effective service as a permanent employee, or three years for contractual agents, is also required.

For civil servants performing service head functions at the announcement date, or classified in third-class administrator grade, seniority of at least fifteen years of effective service is required, including four years minimum in the mentioned grade.

Essential Competencies and Skills

This leadership position requires a diverse set of specialized competencies and skills. Among the most important competencies is solid knowledge of public accounting laws and financial systems applied in the public sector. Mastery of analytical accounting and budgeting, along with deep understanding of budget preparation and execution processes are also required.

Other competencies include the ability to conduct financial audits and monitor financial commitments, possession of advanced analytical skills, and capability to resolve conflicts and manage teams effectively. The position also demands seriousness, integrity, and discretion in handling sensitive information, along with the ability to create a positive and motivating work environment.

The application dossier consists of several essential documents that must be submitted in their entirety. The dossier includes a signed application request from the candidate, a detailed curriculum vitae containing academic and professional qualifications, a summary of educational and professional background, with mention of previously performed duties and functions.

Also required is an action plan and proposed methodology for managing service affairs, its development, and performance improvement, along with supporting documents for required certificates and diplomas. Dossiers must be submitted to the Central Directorate of National Solidarity located at 20 El Mariniyine Hassan Street (P.O. Box 750) in Rabat, before the end of March 20, 2026 at 4:30 PM.
