Essential Application Requirements
Application conditions vary depending on the type of position being filled:
For Head of Division Positions:
- Classification at minimum as second-class administrator or within the state engineer framework or equivalent grade
- Possession of a diploma qualifying for third-class administrator or equivalent grade
- Minimum four years of service (for permanent staff) or five years (for contractual agents) in state administrations or territorial collectivities
- Previous experience as head of service (with possible exemption for service necessity)
For Head of Service Positions:
- Same academic and administrative conditions mentioned above
- Minimum two years of service (for permanent staff) or three years (for contractual agents)
- Permanent and contractual staff classified as third-class administrators may apply with minimum 15 years of public service seniority
Application File Composition

- A detailed curriculum vitae including qualifications and professional experience
- A work program and proposed methodology for managing and developing the concerned administrative unit
- Approval from the candidate's administration with the direct supervisor's opinion on professional competence

Submission Deadlines and Procedures
Application files must be submitted in six paper copies accompanied by a recent photograph, along with one digital copy on electronic media (CD or DVD). Files should be addressed to the Directorate of Administrative Affairs and Information Systems no later than April 13, 2026 at 4:30 PM, within administrative hours.
A commission designated by ministerial decision will conduct the selection of files meeting the conditions, followed by a selection interview for qualified candidates. Successful candidates will be appointed by decision of the Minister of Energy Transition and Sustainable Development.
