The National Mutual Aid (Entraide Nationale), as part of its human resources management policy and to strengthen administrative competencies, announces a call for applications for the position of Head of Personnel Management Service under the Human Resources Division of the Sub-Directorate for Administrative and Financial Affairs. This position aims to structure and organize staff management and ensure the smooth running of administrative procedures.
Eligibility Criteria
Candidates must be employees of Entraide Nationale, either permanent or contractual, and meet the following conditions:
- Be classified at the grade of Inspector of 2nd grade or an equivalent index grade.
- Hold at least a degree or diploma allowing access to the grade of Inspector of 3rd grade or equivalent.
- Have at least two (2) years of effective service as a permanent employee, or three (3) years for contractual agents.
- Employees currently serving as Head of Service or equivalent may also apply.
- Candidates classified at the grade of Inspector of 3rd grade or equivalent, with at least 15 years of effective service, including at least 4 years in the mentioned grade, are also eligible.
Job Responsibilities
The Head of Personnel Management Service is responsible for the following tasks:
- Preparing and implementing human resources management policies.
- Ensuring salary and compensation management.
- Collecting and analyzing recruitment needs and monitoring the recruitment process.
- Managing administrative affairs of staff.
Required Competencies
To succeed in this role, the candidate must possess the following skills:
- Knowledge of legal and regulatory texts related to human resources and public service.
- Ability to develop and implement human resources management policies and programs.
- Proficiency in administrative and financial management related to human resources (salaries, recruitment, promotion, etc.).
- Planning, organization, and team leadership skills.
- Effective communication and coordination with various internal and external stakeholders.
- Seriousness, integrity, and ability to foster a positive work environment.
Application File
The application file must include the following documents:
- A signed application letter.
- A curriculum vitae detailing qualifications, training and professional background, as well as tasks and positions held.
- An action plan proposed by the candidate for managing and developing the service and improving its performance.
- Documents certifying degrees or diplomas allowing access to the grade of Inspector of 3rd grade or equivalent, or any evidence of meeting the above conditions.
- Note: Any incomplete application or submitted after the deadline will be considered void.
Submission Procedure and Deadlines
Applications must be submitted to the central administration of Entraide Nationale at 20, Rue Marinyine, Hassan (BP 750 Agdal) Rabat, no later than July 24, 2026 at 4:30 PM. The application form can be downloaded from the Entraide Nationale website www.entraide.ma or the public employment portal www.emploi-public.ma.
Selection Process
After reviewing the application files, the list of eligible candidates will be announced in accordance with the Prime Minister's circular No. 2013/07, for a selection interview before the competent committee. Subsequently, the committee will prepare a report listing the selected candidates in order of merit. The results of the selection interview will be announced after approval by the Director of Entraide Nationale, published on the Entraide Nationale website, the public employment portal, and at the headquarters of the central administration.
