The Ministry of Energy Transition and Sustainable Development, through its Sustainable Development Department, has announced a call for applications to fill seven vacant Head of Department positions at the central services level. This professional opportunity is aimed at tenured civil servants who wish to actively contribute to shaping and implementing national sustainable development policies, in line with the Kingdom's ambitious strategy in this field.

Details of the Available Positions

The seven announced positions cover key functions within the organizational structure of the Sustainable Development Department, namely:

  • Head of the Strategic Planning Department (under the Directorate of Strategy and Sustainable Development).
  • Head of the Monitoring and Strategic Watch Department.
  • Head of the Control Office Department (under the Documentation and Management Control Division of the General Secretariat).
  • Head of the Information Systems Management and Protection Department (under the Directorate of Resources and Information Systems).

This call for applications is issued in accordance with several regulatory texts, including Dahir No. 1.58.008 on the general statute of the civil service, Decree No. 2.23.923 on the powers and organization of the Sustainable Development Department, and Decree No. 2.11.681 regarding the procedures for appointing heads of divisions and departments.

Eligibility Requirements

Applications are open exclusively to tenured civil servants currently serving in the Sustainable Development Department, under three categories:

  1. Category 1: Tenured civil servants ranked at least at the level of second-grade administrator or engineer framework 1890 (or equivalent grade), holding a diploma allowing access to this grade, and with at least two (2) years of actual service as a tenured employee.
  2. Category 2: Tenured civil servants currently performing, as of the announcement date, the duties of a Head of Department.
  3. Category 3: Tenured civil servants belonging to a grade classified in salary scale 10, with at least fifteen (15) years of actual service in state administrations or local authorities, including a minimum of four (4) years in a grade classified in salary scale 10 or an equivalent grade.

Application File and Submission Process

The application file must include the following documents:

  • A signed and stamped application letter from the candidate, accompanied by the approval of the head of the administrative unit (Central or Regional Director) to which they belong.
  • The specific application form, downloadable from the Sustainable Development Department's electronic site or the public employment portal.
  • A curriculum vitae in French, accompanied by a recent photograph.
  • A work program and proposed methodology outlining the candidate's vision for managing and improving the performance of the department applied for.
  • An assessment from the direct supervisor regarding the candidate's competencies and ability to manage a department.

Applications must be submitted exclusively via the electronic platform:depot.emploi-public.ma, and must be received before 4:00 PM on March 25, 2026. Any application submitted through other channels or found incomplete will not be considered.

Selection Process and Next Steps

An ad hoc committee, established by decision of the Minister, will conduct selective interviews for candidates whose files meet the requirements. The list of candidates accepted for the interview, along with its date, time, and procedures, will be published on:

  • The public employment portal (www.emploi-public.ma).
  • The official website of the Sustainable Development Department (www.environnement.gov.ma).
  • Posted at the entrance of the Department's central headquarters.

The publication of this list constitutes an official summons. The results of the selective interview will be announced following the same procedures.
