Main Application Requirements

Applications are restricted to civil servants and contractual agents working at the Ministry of Economic Inclusion, Small Business, Employment and Skills - Vocational Training Department - who meet the following conditions:

For permanent civil servants and contractual agents, they must be ranked at least at the grade of second-class administrator or within the state engineer framework or in one of the grades with equivalent classification index. They must also hold at least a certificate or diploma allowing access to third-class administrator grade or equivalent grade, and justify at least two years of effective service as permanent staff or three years for contractual agents of state administrations or territorial communities.

Important Exceptions

The ministerial decision provides for the possibility of exemption from the previous promotion condition for holders of third-class administrator grade or a grade with equivalent classification index, provided they justify at least fifteen years of effective service in state administrations or territorial communities, including at least four years in the mentioned grade. This exception applies only if service necessity requires it, thus expanding the pool of potential candidates.

Application File Composition

Candidates must submit a complete application file containing the following documents:

  • Official application request
  • Five copies of the application file downloadable from the public employment portal or the ministry's website
  • Detailed curriculum vitae including the candidate's qualifications and overview of professional background, missions and functions performed
  • Work program and proposed methodology for managing the administrative unit, its development and performance improvement
  • Approval from the candidate's administration with the direct supervisor's opinion on professional competence

Submission Deadlines and Location

Application files must be submitted in five copies through hierarchical channels to the Directorate of Administrative Affairs and Human Resources located at 42, Mohamed Belhassen El Ouazzani Street, Hay El Hadba District, Rabat, no later than February 20, 2026 at 4:30 PM administrative time. Any request received after this date or not meeting the specified conditions will be considered null and void.

Selection and Appointment Process

A commission designated by ministerial order is responsible for selecting files meeting application conditions, as well as conducting selection interviews for qualified candidates. The list of accepted candidates along with the date and location of the selection interview are published on the public employment portal and the ministry's website, this publication serving as official summons. Finally, selected candidates are appointed by decision of the Minister of Economic Inclusion, Small Business, Employment and Skills.
