Details of the Two Vacant Positions

This call concerns two key positions within the General Directorate of Services of the Mohammedia Prefecture Council administration:

  • Head of the Programming, Financial Affairs, Budget, Logistics, Tools, and Vehicle & Machinery Fleet Department: This position leads a crucial unit responsible for the financial planning and comprehensive logistical management of the Council.
  • Head of the Needs Assessment, Procurement, Technical Affairs, Infrastructure, Project Implementation, and Rural Roads Department: This position focuses on development planning and the execution of vital projects, particularly in rural areas.

Key Duties and Responsibilities

Based on the job descriptions attached to the official decision, the duties are distributed as follows:

For the Head of Programming and Financial Affairs Department:

  • Preparation and monitoring of the execution of the Prefecture Council's budget.
  • Preparation of financial agreements, contracts, and tender specifications related to procurement.
  • Monitoring procedures for programming, approval, and authorization of procurement contracts and publication of calls for tender.
  • Supervision of maintaining registers for equipment, office supplies, and inventory management.
  • Management of the register for the Council's machinery and vehicles and monitoring their operational status.

For the Head of Needs Assessment and Projects Department:

  • Development of rural areas in the fields of health, infrastructure, and basic facilities.
  • Study and monitoring of projects for supplying rural areas with drinking water and electricity.
  • Monitoring programs to open up isolated rural areas and improve road networks.
  • Assessment of needs in the fields of health, housing, education, prevention, culture, and sports in rural areas.
  • Preparation and monitoring of technical studies for projects and investment programs, and development of environmental preservation programs.

Application Conditions and Required Profile

The decision issued by the President of the Prefecture Council has defined precise conditions, targeting two categories:

Category 1 (General Conditions): The candidate must:

  • Be ranked at least at the grade of Second-Grade Administrator (Rédacteur 2ème grade) or within the State Engineer framework, or in a grade with an equivalent index.
  • Hold a diploma allowing access to the grade of Third-Grade Administrator (Rédacteur 3ème grade) or an equivalent grade.
  • Have actual seniority of at least two years (2) for tenured staff, or three years (3) for contracted agents, within state administrations or local authorities.

Category 2 (Exception for Service Necessity): Exceptionally, tenured or contracted civil servants ranked at the grade of Third-Grade Administrator (Rédacteur 3ème grade) or an equivalent grade may apply, provided they have actual seniority of at least fifteen years (15) in public administrations, including a minimum of four years (4) in the mentioned grade.

Application Procedure and File Composition

Interested candidates must submit their application file in three (3) copies to the Registry Office (Bureau du Greffe) of the Mohammedia Prefecture Council, during official working hours. The file must include:

  • A signed application letter bearing a recent photograph, accompanied by the approval of the candidate's original administration head and their opinion on the candidate's competence.
  • A detailed curriculum vitae according to the model available on the public employment portal (www.emploi-public.ma).
  • A proposed work program detailing the methodology for managing the department and improving its performance.
  • A copy of the required diploma.
  • A copy of the appointment decision to the current framework or grade, and a copy of a previous appointment decision to a managerial position (if applicable).
  • A copy of the national identity card.

Important Timeline

The application deadline is set for April 10, 2026, at 4:30 PM. No applications will be accepted after this date. A dedicated committee will preselect compliant files and conduct selection interviews. The final results will be announced through usual publication channels and on the mentioned electronic portal.
