The Royal Society for Horse Development (SOREC) is accepting applications for the position of Tenders and Contracts Officer at its headquarters in Rabat. Key Responsibilities and Duties

The successful candidate will report to the Purchasing and Supply Manager and will be primarily responsible for managing all procurement through tenders issued by the company, ensuring proper monitoring and compliance with public procurement procedures. Key responsibilities include:

Tender Management

  • Contribute to the execution of the tender schedule
  • Process various purchase requests received from all company departments
  • Ensure that user department requirements are compliant, detailed, and properly estimated
  • Prepare tender formalization documents including specifications, terms of reference, publication notices, and committee minutes
  • Monitor compliance with public procurement regulations and internal procedures
  • Follow up on tenders from needs identification through to contract signing

Contract Management

  • Prepare contract formalization documents including agreements, service orders, and amendments
  • Monitor accounts and invoices related to contracts
  • Provide administrative follow-up on contracts from signing through to final delivery

Information System Monitoring

  • Ensure all tender and contract processing operations are recorded in the company's ERP system
  • Oversee the creation of physical and electronic files for each tender and contract
  • Verify file compliance with current regulations and internal procedures
  • Update statistics related to tender and contract monitoring
  • Ensure proper archiving of all physical and electronic documentation with appropriate backup systems

Required Qualifications and Skills

The ideal candidate holds a Bachelor's or Master's degree in Management, Finance, or equivalent, with preference given to public procurement specialization. Proven experience of 2 to 5 years in a similar position is required.
