The National Human Rights Council (CNDH) of Morocco, the independent national institution dedicated to protecting and promoting human rights, is organizing a competitive examination for the contractual recruitment of three (03) agents in the Management and Supervision Cadre category (B). Competition Details and Legal Framework

This competition is organized pursuant to a set of legal and regulatory texts, primarily Law No. 76-15 concerning the reorganization of the CNDH and Decree No. 2.12.90 relating to required diplomas. It aims to fill three budgetary positions within the Management and Supervision Cadre B category and is open to candidates holding degrees in the required specializations.

Eligibility Criteria and Required Profile

Candidates must be of Moroccan nationality and not exceed 45 years of age at the date of effective employment with the Council. They must hold one of the following degrees:

  • A Bachelor's degree in Economic Sciences or an equivalent recognized diploma.
  • A Bachelor's degree in Private Law or an equivalent recognized diploma.

The competition is also open to holders of a 3rd Grade Controller diploma in the public service in one of the mentioned specializations. Proficiency in languages (Arabic, French, English) is mandatory, while prior professional experience in the Council's areas of competence or within regional human rights institutions is considered a desirable asset.

Competition Process and Application Procedure

The competition consists of two main tests:

  • The Written Test: Lasting four (04) hours, it will focus on topics related to the CNDH's competencies, the required specializations, or the functions to be filled.
  • The Oral Test (Interview): Lasting between 15 and 30 minutes, it will involve a discussion with the jury to assess the candidate's aptitude for performing the required duties.

All candidates must submit their application exclusively via the public employment portal www.emploi-public.ma, by uploading all required documents. The application deadline is May 6, 2026, at 4:30 PM. The written test will be held on May 17, 2026 in Rabat.

The candidate must prepare a file containing the following documents:

  • An application letter addressed to the President of the CNDH.
  • An up-to-date curriculum vitae detailing qualifications and career path.
  • A copy of the national identity card.
  • Certified copies of obtained diplomas. For diplomas issued by private or foreign institutions, attach a copy of the equivalence decision published in the Official Bulletin.
  • Copies of certificates proving competence and experience (optional).
