General Information About the Position

This recruitment call is based on the hiring decision made by the Director of AREP, in accordance with Dahir No. 1-15-83 of 20 Ramadan 1436 (July 7, 2015) promulgating Organic Law No. 111-14 concerning regions, Deliberation No. 02/2016 of the Casablanca-Settat Regional Council dated March 7, 2016, and Decision No. 06/2016 from the President of the Regional Council. The position to be filled is that of "Human Resources Manager," with recruitment under contract, for only one available position.

Key Duties and Responsibilities

The selected manager will be responsible for a range of vital tasks contributing to the development of the agency's human resources policy, including:

  • Administrative HR Management: Includes managing employee files, preparing administrative documents (contracts, decisions, work certificates, pay slips), and ensuring compliance with applicable regulations.
  • Recruitment and Compensation Policy: Participation in defining recruitment policies and procedures, developing employment forecasts, defining job profiles, and managing relationships with recruitment agencies when necessary.
  • Career Management: Ensuring the onboarding and integration of new hires, participating in organizing evaluation and career development interviews.
  • Training: Identifying training needs, developing multi-year training programs, and selecting service providers for external training.
  • Social Policy: Contributing to the definition and implementation of the agency's social policy, establishing and monitoring agreements with social organizations (pension, insurance, loans).
  • Internal Communication: Participating in preparing internal communication materials and supervising communication activities within the agency.

  • Hold a minimum Bachelor's degree (Bac+5) in human resources or a related field.
  • Have at least three years of professional experience in human resources, counted from the date of obtaining the required degree.
  • Possess personal qualities such as: interpersonal skills, teamwork ability, rigor, and organizational sense.
