Entraide Nationale announces the opening of applications for the position of Head of Heritage and Buildings Service, a significant professional opportunity for civil servants and contract agents aspiring to assume a leadership role within the institution's central administration. Responsibilities of the Head of Heritage and Buildings Service

The incumbent will undertake diverse and demanding responsibilities, including:

  • Managing and monitoring real estate and material assets owned or utilized by Entraide Nationale.
  • Maintaining a national registry of real estate properties and equipment specific to the institution.
  • Tracking the status of buildings and land owned or used by the establishment.
  • Managing and overseeing the real estate and material assets of the institution's headquarters.
  • Providing technical and administrative support to regional directorates in managing and monitoring their real estate and material assets.
  • Conducting or supervising periodic physical inventory operations of assets and equipment.
  • Managing inventories of materials, equipment, and supplies.
  • Planning various construction, equipment, and rehabilitation projects.
  • Studying and monitoring construction and renovation projects for the main headquarters and other dependent buildings.
  • Guiding and assisting regional directorates regarding construction and renovation projects.

Required Application Conditions

Candidates must meet the following conditions:

  • Be classified at least in the grade of second-class administrator (scale 11) or within the state technician framework, or in an equivalent grade.
  • Hold a certificate or diploma allowing access to the grade of third-class administrator or equivalent.
  • Have at least two years of effective service as a permanent employee, or three years for contract agents.
  • For permanent civil servants and contract agents classified in the grade of third-class administrator or equivalent, a minimum seniority of 15 years of effective service is required, including at least 4 years in the mentioned grade.

Necessary Skills and Competencies

The successful candidate must possess a set of professional and personal skills, including:

  • Good knowledge of public procurement laws and procedures.
  • Mastery of inventory methods and stock management for material and real estate assets.
  • Familiarity with planning and monitoring methodologies for construction and maintenance projects.
  • Ability to efficiently manage and track the institution's real estate and material assets.
  • Capacity to organize periodic inventory operations of assets and equipment with precision.
  • Ability to plan construction, renovation, and rehabilitation projects and ensure their execution according to specified standards and deadlines.
  • Ability to lead and motivate a team to achieve set objectives.
  • Seriousness, integrity, and commitment in work.

Application File Composition

The application file must include the following documents:

  • A signed application request by the candidate.
  • A detailed curriculum vitae covering academic and professional qualifications, an overview of training and career path, as well as tasks and functions performed.
  • An action plan and proposed methodology for managing service affairs, its development, and performance improvement.
  • Supporting documents for certificates or diplomas allowing access to the grade of third-class administrator or equivalent.

The file must be complete; any incomplete file or one submitted after the deadline will be considered invalid.

Application Procedure and Timeline

Candidates must submit a complete file in accordance with the provisions of Article 3 of the Prime Minister's Circular No. 2013/7 of April 29, 2013, to the central administration of Entraide Nationale located at 20 Rue El Mariniyine Hassan (BP 750 Agdal) Rabat, before March 9, 2026, at 4:30 PM.

Selection Process

After reviewing application files, a list of eligible candidates meeting the required conditions will be announced for a selection interview before the designated committee. Following the interview, the committee will prepare a report containing the names of selected candidates ranked by merit. Final results will be announced after approval by the Director of Entraide Nationale, via publication on the institution's website, the public employment portal, and the central administration.
