Special Exceptions

If service necessities require it, permanent civil servants and contractual agents classified at third-class administrator grade or in one of the equivalent index grades may exceptionally apply, provided they have seniority of at least fifteen years of effective service in state administrations or territorial communities, including four years minimum in the mentioned grade.
