Required Qualifications and Conditions

Candidates for this important position must meet a set of fundamental conditions ensuring their competence and ability to assume the entrusted responsibilities. Applicants must be permanent civil servants or contractual agents affiliated with the budget of Targuist Commune, and satisfy the following requirements:

  • Be classified at least at the grade of second-class administrator, or within the state engineer framework, or in one of the grades with comparable index.
  • Hold a certificate or diploma allowing access to third-class administrator grade or Ales grade.
  • Have professional experience of at least two years of actual service for permanent civil servants, or three years for contractual agents.

Civil servants currently performing service chief functions at the date of the vacancy announcement may also apply, with possible exceptions for special cases based on public interest necessities.

Duties and Responsibilities of the Director of Services

The Director of Services at Targuist Commune assumes a set of important administrative and organizational tasks contributing to ensuring efficient and effective administrative operations. These duties include:

  • Supervision of communal staff and coordination of administrative work with oversight of its regular progress.
  • Review and monitoring of outgoing and incoming correspondence with general supervision.
  • Presentation of periodic reports to the council president as requested.
  • Assistance to the president in exercising legally conferred prerogatives.
  • Contribution to the preparation and organization of council sessions and committee meetings.
  • Supervision of the transmission of council deliberations to competent authorities for notification or endorsement.
  • Coordination between the commune, local authority, and external services for administrative matters.
  • Exercise of administrative management by delegation from the president, including signing documents related to revenue collection and expenditure payments of the commune.

Required Skills and Competencies

In addition to academic qualifications and professional experience, occupying the Director of Services position requires a set of personal and professional competencies, including:

  • Complete mastery of legislation and laws governing the management of local community services.
  • Managerial skills related to administrative organization and financial and administrative management.
  • Ability to manage human resources and supervise work teams.
  • Advanced communication skills, including persuasion strength, negotiation, and conflict management.
  • Ability to use information technology and modern means in administrative work.
  • Analytical and planning skills necessary for developing, implementing, and evaluating the commune's work programs.

Application Procedure and Deadlines

The application file must include the following documents: application addressed to the council president accompanied by the commune president's approval, detailed curriculum vitae, work program and methodology, current appointment decision, appointment decision to a responsibility position (if available), and copy of obtained diplomas. Application files must be submitted in three copies against receipt at the communal administration headquarters - registry office during regular administrative hours, until Friday, March 27, 2026 before 4:30 PM, which is the final deadline for accepting applications.

Selection Process and Appointment

A commission designated by decision of the Targuist Commune president will study application files and select those meeting required conditions, with organization of a selective interview for qualified candidates. The selected candidate will be appointed to the Director of Services functions by decision of the council president, with publication of the decision on the public services portal and posting at the commune headquarters. The commune will announce the date and location of the selection interview immediately upon completion of the application file review.
