Call for Applications for 7 Head of Service Positions at the Ministry of National Territory Planning, Urbanism, Housing and City Policy

The Ministry of National Territory Planning, Urbanism, Housing and City Policy has announced a call for applications to fill 7 vacant head of service positions within the Directorate of Legal Affairs and Litigation. This initiative aims to strengthen administrative and legal expertise to address challenges in urban planning and construction sectors.

Available Positions

  • Service for Monitoring and Control of Violations in Urban Planning and Construction
  • Service for Alternative Means and Risk Anticipation

These 7 positions are distributed between the two services, as per the Minister's Decision No. 2408.24 of 28 Rabi' al-Awwal 1446.

Eligibility Requirements

The call is open to permanent civil servants and contract agents working within the ministry who meet the following conditions:

  • Hold at least the grade of Inspector of the 2nd grade (Scale 11) or State Engineer or an equivalent grade.
  • Possess a certificate or diploma allowing access to the grade of Inspector of the 3rd grade or equivalent.
  • Have at least 2 years of actual service as a permanent employee or 3 years for contract agents.

Also eligible are permanent employees and contract agents who, at the date of the announcement, are already serving as head of service. Exceptions may apply to employees classified in the grade of Inspector of the 3rd grade or equivalent, provided they have at least 15 years of actual service, including 4 years in that grade.

Application File Components

  • A written application addressed to the Minister of National Territory Planning, Urbanism, Housing and City Policy.
  • A curriculum vitae detailing qualifications, professional background, and previous functions.
  • All documents proving the required conditions and necessary qualifications.
  • A work program and methodology proposed for managing and developing the relevant administrative unit.
  • Approval from the applicant's administration, including the direct supervisor's opinion on competence.

Submission Procedure

Applications must be submitted in six copies to the Human Resources Division under the Directorate of Human Resources and Financial and General Affairs, located at the ministry's headquarters at the corner of Al Joumayz and Al Jaouz streets, Sector 16, Hay Riad, Rabat, no later than September 4, 2026, at 4:00 PM.

Selection Committee and Interview

A committee appointed by the Minister's decision will select eligible files and conduct a selection interview, in accordance with Articles 6 and 9 of Decree No. 2.11.681.

Publication of Results

The appointment decision will be published on the public employment portal www.emploi-public.ma and the ministry's websites www.muat.gov.ma and www.mhpv.gov.ma, and posted in all relevant institutions and services.
