Founded in 2013 as part of a strategic partnership between the Kingdom of Morocco and France, Ecole Centrale Casablanca (ECC) is an engineering school of excellence. Opened in 2015, it offers a three-year general engineering program of the highest scientific level, based on multidisciplinarity, international openness, and leadership development, to train future decision-makers and key players for Morocco and the African continent. Aligned with the academic model of CentraleSupélec, its program leads to the Centralien engineering degree, recognized in both France and Morocco. Program Context

As part of its strategy for openness, inclusion, and continental impact, Ecole Centrale Casablanca implements a scholarship program in partnership with the Mastercard Foundation. This initiative aims to identify, recruit, support, and train high-potential young talents — particularly young women, refugees and internally displaced persons, and people with disabilities — from Morocco and sub-Saharan Africa, admitted to the school's engineering program. Beyond access to excellent higher education, the Mastercard Foundation Scholars Program at ECC aims to deploy an integrated system for leadership development, promotion of entrepreneurship and innovation, and encouragement of societal engagement and giving back to the community.

Job Description

The Monitoring and Evaluation Specialist will oversee the design, implementation, and coordination of monitoring and evaluation systems for the Mastercard Foundation Scholars Program at ECC. He/She will contribute to ensuring the quality, reliability, and availability of data on program implementation and results, to support strategic decision-making, continuous improvement, and accountability to partners, especially the Mastercard Foundation.

Key Responsibilities

1. Establishment and Management of M&E System

  • Contribute to designing and implementing the program's M&E system.
  • Develop and update data collection and analysis tools and methodologies.
  • Ensure alignment of the M&E system with Mastercard Foundation requirements and standards.
  • Set up dashboards and tracking tools to measure program progress.

2. Data Collection and Management

  • Coordinate regular collection of data on program activities and results.
  • Ensure quality, reliability, and consistency of collected data.
  • Manage program databases and ensure their regular updating.
  • Guarantee compliance with confidentiality and data protection principles.

3. Conducting Surveys and Evaluation Studies

  • Design and implement surveys of program participants and stakeholders.
  • Analyze quantitative and qualitative data collected.
  • Contribute to evaluating the impact of different program components.
  • Formulate recommendations to improve the effectiveness and impact of actions.

4. Results Analysis and Reporting

  • Produce regular analyses to measure program performance and results.
  • Contribute to preparing narrative and analytical reports for the School and the Mastercard Foundation.
  • Develop analytical notes, dashboards, and summaries to support decision-making.
  • Participate in preparing audits, external evaluations, and institutional learning exercises.

5. Support for Learning and Continuous Improvement

  • Contribute to documenting experiences and best practices of the program.
  • Facilitate knowledge sharing and lessons learned from M&E activities.
  • Support the program team in using data to improve activity design and implementation.
  • Promote a culture of results-based management and learning within the program.

Required Experience

  • Bachelor's or Master's degree (or equivalent) in statistics, economics, social sciences, project management, international development, data science, or any relevant field.
  • Minimum 2-3 years of professional experience in monitoring and evaluation of programs or projects, ideally in education, human development, or international cooperation.
  • Proven experience in collecting, analyzing, and managing quantitative and qualitative data.
  • Experience in designing and implementing surveys, evaluation studies, or impact analyses.
  • Experience with programs funded by international organizations or foundations is an asset.
  • Proficiency in French and good level of English, both written and spoken.

Required Skills

  • Mastery of methods for collecting, analyzing, and interpreting quantitative and qualitative data.
  • Ability to design monitoring tools, performance indicators (KPIs), and dashboards.
  • Proficiency in data analysis tools and database management (advanced Excel, statistical tools, or data visualization software).
  • Ability to write clear and structured analytical reports for various stakeholders.
  • Excellent organizational, planning, and information management skills.
  • Ability to work in an intercultural, multidisciplinary environment.
