For permanent civil servants and contractual agents, they must be ranked at least at the second-class administrator level or within the state engineer framework, or in one of the equivalent indexed grades. They must also hold a certificate or diploma allowing access to third-class administrator level or equivalent grade.
These management positions require professional experience of at least two years of effective service as permanent staff, or three years for contractual agents in state administrations and territorial communities. Civil servants currently holding positions at the time of the service head position announcement may apply provided they meet other criteria.
The ministerial decision provides for possible exceptions for permanent civil servants and contractual agents ranked at third-class administrator level, provided they have at least fifteen years of effective service, including a minimum of four years in the mentioned grade.
Interested candidates must prepare a complete application file containing several essential documents. An application request must be submitted with five copies of the file downloadable from the public employment portal or the ministry's website.
The file includes a detailed curriculum vitae containing the candidate's qualifications and a summary of professional background, tasks, and functions performed. A work program and proposed methodology for managing and developing the concerned unit must also be attached, considering the socio-economic specificities of the region.
Application files must be submitted in five copies through administrative channels to the Directorate of Administrative Affairs and Human Resources, located at Rue Mohamed Belhassen El Ouazzani, Hay Nahda 2 in Rabat. Applications must arrive before 4:30 PM on February 20, 2026, with any request received after this date or not meeting the conditions considered null and void.
A commission designated by ministerial decree will conduct the selection of files meeting application conditions, followed by selection interviews for qualified candidates.
