• Must hold the rank of second-class administrator (scale 11) or state engineer or equivalent grade
• Must possess a diploma qualifying for third-class administrator or equivalent grade
• Must have at least two years of actual service for permanent staff, or three years for contract agents

The Ministry also allows applications from permanent and contract staff currently serving as heads of service, with possible exceptions for third-class administrators having minimum 15 years of service including 4 years in the mentioned grade.

• Documents proving compliance with required conditions and qualifications
• Proposed work program for administrative unit development
