Eligibility Requirements

Candidates for the Head of Service position must meet the following conditions:

• Be classified, at minimum, in the grade of second-class administrator or within the state engineer framework, or in one of the grades with an equivalent index.
• Hold, at minimum, a certificate or diploma allowing access to the grade of third-class administrator or an equivalent grade.
• Have, as of the date of this announcement, at least two years (02) of actual service as a permanent employee, or three years (03) for contract agents in state administrations and territorial communities.
• Permanent civil servants and contract agents currently performing head of service duties as of this announcement date.

With possible exceptions for permanent civil servants and contract agents classified in the grade of third-class administrator or an equivalent index grade, having at least fifteen years (15) of actual service, including four years (04) minimum in the mentioned grade, if required by service necessity.

Position Responsibilities

The Head of Procurement Service performs duties assigned within the organizational structure of the regional administration, as well as tasks that may be delegated by the regional council president or direct supervisors, in accordance with the competencies and authorities outlined in Organic Law 111-14 on regions. This includes contributing to the development of the concerned administrative unit and enhancing its performance.

• An application request accompanied by administrative approval with the direct supervisor's opinion on the candidate's competence.
• An application form serving as a curriculum vitae, downloadable from the public employment portal www.emploi-public.ma, containing a recent photo and detailing qualifications, professional background, and previously held duties and functions.
• A work program and methodology proposed by the candidate for managing, developing, and improving the performance of the concerned administrative unit.
• A copy of the obtained certificate or diploma, certified, with an equivalence decision from the competent government authority for foreign diplomas if applicable.
• A copy of the national identity card.
• A copy of the appointment decision in the current framework.
• A copy of the appointment decision to a responsibility position if available.
