Job Announcement Details

The Commune of Mers El Kheir, under the Skhirat-Temara Prefecture, has announced a call for applications for the position of Head of the Human Resources, Council Affairs, and Legal Department. Based on Decision No. 04 dated July 3, 2026, this recruitment aims to strengthen the communal administration with skilled professionals.

Required Qualifications

Candidates must meet the following criteria:

  • Be a permanent civil servant or contract agent of the Mers El Kheir Commune.
  • Hold at least the grade of Principal Inspector 2nd grade or State Engineer or equivalent.
  • Possess a degree or diploma allowing access to the 2nd grade Principal Inspector level.
  • Have at least 2 years of actual service for permanent staff, or 3 years for contract agents.

Exceptionally, civil servants in the 3rd grade Principal Inspector or equivalent, with at least 15 years of service (including 4 years in the current grade), may also apply.

Key Responsibilities

The Head of Department will be responsible for:

  • Ensuring effective administrative governance of the department.
  • Leading the team effectively.
  • Managing administrative, financial, and social affairs of staff (recruitment, promotion, tenure, evaluation, leave, retirement, salaries).
  • Preparing continuous training programs.
  • Coordinating social activities.
  • Supervising preparatory work for council sessions and committees.
  • Drafting regulatory decisions related to administrative police.
  • Handling legal disputes and preparing defense files.
  • Overseeing property operations (transfers, acquisitions, expropriation).

Applications must be submitted in three paper copies to the commune's registry office, including:

  • A written application with a photo and approval from the commune president.
  • A detailed CV.
  • A copy of the appointment decision in the current grade.
  • A copy of any previous responsibility appointment decision (if applicable).
  • A proposed work methodology.

The deadline for submission is July 20, 2026, at 4:30 PM.

Selection Process

A committee appointed by the commune president will review applications and conduct interviews. Results will be announced on the public employment portal (www.emploi-public.ma), the national portal for local authorities, and posted at the commune headquarters.
