Competitive Recruitment of 17 Administrators (2nd Grade) at the Office for Development of Cooperation

The Director of the Office for Development of Cooperation (ODCO) announces the organization of a competitive recruitment for 17 positions of Administrator, 2nd grade (scale 11). This exam aims to select qualified professionals to contribute to the development of cooperation and the social and solidarity economy in Morocco. The exams will take place on August 23, 2026, at a location to be determined in Rabat.

Required Specialties and Position Allocation

The geographic distribution of positions is as follows:

  • Master in Corporate Legal Affairs Management / Legal Sciences: 1 position at the central administration in Rabat.
  • Master in Digital Marketing and E-commerce: 4 positions at the central administration in Rabat.
  • Master in Journalism / Communication / Audiovisual and Digital Content Production: 1 position at the central administration in Rabat.
  • Master in Strategic Management and Logistics: 5 positions (2 in Rabat, 2 in the Oriental region, 1 in Drâa-Tafilalet region).
  • Master in Social and Solidarity Economy: 6 positions (2 in Béni Mellal-Khénifra region, 2 in Dakhla-Oued Eddahab region, 1 in Laâyoune-Sakia El Hamra region, 1 in Guelmim-Oued Noun region, 1 in Tanger-Tétouan-Al Hoceïma region).

Eligibility Requirements

Candidates must meet the following conditions:

  • Moroccan nationality.
  • Aged between 18 and 45 years.
  • Hold a Master's degree, specialized Master, DESA, or DESS in one of the required specialties, issued by a national university or an equivalent diploma recognized by the regulations in force.

Required Documents

  • A written application addressed to the Director of ODCO, including full name, address, email, and phone number, with the desired place of assignment.
  • A copy of the national identity card.
  • A curriculum vitae (CV) with a photo, phone number, personal address, and email.
  • A copy of the required diploma.
  • A copy of the equivalence decision published in the Official Bulletin for holders of foreign diplomas.
  • For civil servants and agents working in public administrations, public institutions, or local authorities: an authorization to compete issued by the human resources department.

Exam Structure

The competitive exam consists of two tests:

  • Written test: 3 hours long, covering public management, required specialties, or the tasks and functions of the position.
  • Oral test: 15 to 30 minutes, during which the committee discusses various topics with the candidate to assess their ability to perform the duties.

Scoring and Admission

Each test is graded from 0 to 20. Only candidates scoring at least 12/20 on the written test are eligible for the oral test. Successful candidates, within the limit of available positions, are those who achieve an overall average of at least 12/20 on both tests, with a minimum score of 10/20 on the oral test.

Salary and Benefits

The monthly salary for this grade ranges from 8,200 to 9,400 dirhams, depending on seniority and experience, plus allowances and bonuses provided by the Office's statutes.
