Details of the Two Vacant Positions

These positions involve two department head roles within the Directorate of General Affairs and Legal Matters in Rabat, where successful candidates will undertake significant administrative and legal responsibilities within the organizational structure of the State Secretariat for Fisheries. Essential Application Requirements

The administration has established precise conditions for applying to these leadership positions, with candidates required to meet the following criteria:

  • Be classified at least at the level of second-class administrator or within the state engineer framework or in one of the equivalent index grades
  • Hold a diploma or certificate allowing access to third-class administrator grade or equivalent
  • Have at least two (2) years of effective service as a permanent employee or three (3) years for contract agents of the State Secretariat for Fisheries

Exceptional Application Conditions

Exceptionally, permanent civil servants and contract agents classified at third-class administrator grade or in one of the equivalent index grades may apply, provided they have at least fifteen (15) years of effective service in state administrations or territorial communities, including at least four (4) years in the mentioned grade.

Application File Composition

Interested candidates must prepare a complete application file containing the following documents:

  • An application request including approval from the candidate's administrative unit, with the direct supervisor's opinion on their competencies
  • A curriculum vitae of the candidate including qualifications, an overview of professional background, and tasks and functions performed
  • A work program and methodology proposed by the candidate regarding management of the concerned department, its development, and performance improvement

Submission Deadlines and Procedures

The administration has set the final deadline for submitting application files as February 16, 2026 at 4:30 PM. Files must be sent by email to the following address: candidatures@mpm.gov.ma. It is important to emphasize that any application received after this date or sent by means other than those announced will not be considered.

Selection Interview Phase

After reviewing application files by a specialized committee, the list of candidates meeting the required conditions for the selection interview will be announced. The date and location of the interview will be determined later through the following means: the public services portal www.service-public.ma, the website of the State Secretariat for Fisheries www.mpm.gov.ma, and notice boards at various central administration headquarters and external services.

Results Publication and Appeals

Following the selection interview, the committee will prepare a final report containing the names of selected candidates ranked by merit. Results will be announced through the same means mentioned previously. Any concerned candidate may appeal the final report of the selection committee through means provided in current legislative and regulatory texts.

Final Appointment Procedure

The civil servant selected to perform department head functions at the central administration is appointed by decision of the State Secretary to the Minister of Agriculture, Fisheries, Rural Development, Water and Forests in charge of Fisheries. It is important to note that this appointment is revocable according to service requirements.
