Nouaceur Development SA is conducting a recruitment competition for the position of Project Manager, as part of efforts to strengthen its technical team. Established in 2021, the company carries the economic and social development project for the territory of local communities in the Nouaceur province, acting as a Delegated Project Owner. It works to accelerate the pace of infrastructure project implementation and enhance public service quality.

Key Responsibilities

The Project Manager will be responsible for:

• Overseeing comprehensive project management from the study phase through to project delivery, ensuring adherence to quality, cost, and timeline objectives.
• Managing, monitoring, maintaining, optimizing, and enhancing communal equipment, ensuring proper functionality and alignment with community needs.
• Leading technical studies, design, and execution of works (roads, buildings, equipment) in compliance with applicable technical, regulatory, and environmental standards.
• Developing specifications, participating in tender procedures, analyzing bids, selecting service providers, and managing contracts.
• Monitoring the execution of contracts and works, including compliance with contractual clauses, change management, timeline control, and coordination of various stakeholders.
• Ensuring project budget management, optimizing the use of human and material resources, and implementing internal control mechanisms to guarantee project performance.
• Identifying and anticipating technical and operational risks, proposing corrective actions and continuous improvement solutions derived from technical monitoring.
• Supervising and motivating technical teams, developing their skills, and providing regular progress reports to the General Management.

Required Profile

The ideal candidate should meet the following criteria:

• State Engineering Diploma in Civil Engineering or equivalent.
• Proven experience of at least 5 years in civil engineering project management, ideally in public infrastructure and communal equipment.
• Good command of infrastructure design and execution methods.
• In-depth knowledge of applicable civil engineering standards and regulations.
• Solid understanding of the legal and regulatory framework for public procurement.
• Ability to draft and analyze specifications and technical studies.
• Excellent skills in work monitoring and control, particularly regarding quality, deadlines, and costs.
• Autonomy, rigor, organizational sense, and analytical mindset.
• Aptitude for solving complex technical problems.
• Strong communication, coordination, and negotiation abilities.
