Required Qualifications and Profile

  • Possession of a state engineering diploma in Civil Engineering, Rural Engineering, or equivalent recognized qualification
  • Minimum ten years of professional experience in project monitoring and execution within either public or private sectors
  • At least five years of leadership experience in positions equivalent to Department Head or Division Head level
  • Comprehensive knowledge of CCAG-T, CCAG-EMO regulations and public procurement decree provisions

Key Responsibilities and Duties

The Project Management Director will undertake comprehensive strategic and operational responsibilities:

  • Operational leadership of project portfolios assigned to the agency, from initial study phases through to final implementation
  • Ensuring strict adherence to cost, timeline, and quality parameters across all projects
  • Serving as primary liaison with diverse stakeholders including regional authorities, ministries, prefectures, municipalities, and other relevant parties
  • Establishing coordination protocols, communication frameworks, and regulatory compliance procedures
  • Overseeing both design and implementation phases of various development projects
  • Allocating resources and making strategic decisions regarding project prioritization
  • Implementing comprehensive quality management systems including training programs and procedural documentation
  • Team leadership and internal management of department personnel
