Position Details and Responsibilities

In accordance with Royal Decree No. 8 issued on 4 Shaaban 1377 (February 24, 1958) constituting the General Statute of the Civil Service, and Decree No. 2.09.168 issued on 25 Jumada I 1430 (May 21, 2009) concerning the powers and organization of the Ministry's central directorates, the Head of Partnership Service assumes significant responsibilities in coordinating and strengthening strategic partnerships that support rural development.

The main duties of this position include:

• Developing and implementing partnership strategies with national and international institutions
• Coordinating joint projects between the Ministry and partner entities
• Monitoring and evaluating existing partnership agreements
• Proposing new initiatives to enhance cooperation in rural development
• Preparing periodic reports on partnership activities and their outcomes

Application Requirements

Applications are open to permanent civil servants and contract agents working at the Ministry of Agriculture, Fisheries, Rural Development and Water and Forests - Agriculture Sector - who meet the following conditions:

• Be ranked at least in the grade of second-class administrator or in the engineer framework or in one of the grades with comparable index
• Hold a certificate or diploma allowing access to third-class administrator grade or equivalent grade
• Have at least two (2) years of service as a permanent employee or three (3) years for contract agents

Applications are also exceptionally open to:

• Civil servants ranked in third-class administrator grade or in one of the grades with comparable index
• Agents with at least fifteen (15) years of actual service in state or local government administrations, including at least four (4) years in the mentioned grade

Required Skills and Competencies

Candidates must possess a set of skills and competencies qualifying them for this important position, including:

• Practical experience in partnership management and institutional cooperation
• Deep knowledge of the agricultural sector and rural development in Morocco
• Advanced communication and negotiation skills
• Ability to manage projects and coordinate working teams
• Proficiency in written and spoken Arabic and French
• Ability to analyze data and prepare technical reports
