Strategic Studies Officer Position at ONCF in Rabat

The National Railway Office (ONCF) is recruiting a Strategic Studies Officer to join its Strategy, Cooperation and Quality Directorate. This is a unique opportunity to shape the corporate strategy of Morocco's leading railway operator. Based in Rabat, the role involves defining and driving the office's strategic vision, investment programs, and long-term development plans.

Key Responsibilities

• Define and lead the corporate strategy, including the investment program
• Develop and update strategic analysis tools
• Conduct forward-looking studies for ONCF's strategic development
• Monitor the railway sector and office environment
• Contribute to medium and long-term strategic plans
• Perform economic, financial, and sectoral analyses to support decision-making
• Participate in monitoring and evaluating strategic projects
• Prepare summary notes and reports for senior management

Required Qualifications

Candidates must hold a State Engineer or Master's degree (Bac+5) in Transport Engineering, Transport Systems Optimization, Logistics and Transport Management, Statistics and Econometrics, Operations Research, Applied Economics, or equivalent. Previous experience in strategic or economic analysis is a plus.

Skills and Competencies

Technical skills: socio-economic project evaluation, impact analysis, transport sector knowledge, macro and microeconomics, strategic planning tools, strong analytical and writing abilities. Personal attributes: excellent communication, analytical mindset, organization, rigor, confidentiality, proactivity, results orientation, initiative, teamwork, adaptability.
