Regional Investment Center Rabat Salé Kénitra Seeks Head of Urban Planning and Land Advisory Service

The Regional Investment Center (CRI) of Rabat Salé Kénitra announces an internal recruitment for the position of Head of Urban Planning and Land Advisory Service (Chef de Service Conseil urbanistique et foncier, ref. CS-CUF-05-2026). This call is issued in accordance with Law No. 22-24 amending Law 47-18 on the reform of Regional Investment Centers and the creation of Unified Regional Investment Commissions.

Job Responsibilities

The successful candidate will oversee and coordinate advisory activities related to urban planning and land to facilitate investors' access to land while ensuring project compliance with urban planning documents. Key duties include:

• Advising project leaders on urban planning and land matters based on territorial planning documents.
• Monitoring land availability and providing reliable, up-to-date information.
• Facilitating connections with institutional stakeholders (urban agencies, local authorities, state domains, etc.).
• Developing planning, monitoring, and reporting tools for the service.
• Contributing to the creation and regular updating of a land database.
• Collaborating with planning, territorial promotion, and project monitoring departments.
• Keeping abreast of regulatory changes in land and urban planning.

Required Profile

Candidates must meet the following experience criteria:

• Architect degree or equivalent with at least 7 years of experience, or
• 5 years of experience in urban planning, land management, or territorial development.

Required Skills

• Knowledge of the legal and administrative framework for investment.
• Expertise in urban planning and land management.
• Understanding of territorial development and regional planning issues.
• Proficiency in urban and land feasibility analysis.
• Mastery of GIS and mapping tools.
• Technical and strategic advisory skills for investors.
• Strong analytical, synthesis, interpersonal, and organizational skills.
