The Office of Vocational Training and Labor Promotion (OFPPT) announces a call for applications for the position of Director of Development and Project Management (Central Director). As part of strengthening its strategic management capabilities and optimizing its Development Plan, this position is integral to this institutional development vision.

Key Responsibilities and Duties

The Central Director will assume diverse responsibilities including:

• Defining, implementing, and monitoring development and adaptation strategies for training offerings.
• Managing complex strategic projects aimed at creating and expanding vocational training systems.
• Coordinating between internal and external stakeholders to ensure project alignment with economic and social needs.
• Promoting innovation in project planning and execution by integrating best national and international practices.

Detailed Position Responsibilities

The position encompasses a range of duties covering multiple aspects:

Governance and Strategic Management

This includes defining strategic directions for the Development and Project Management Directorate, supervising the implementation of the Development Plan while ensuring coherence between institutional objectives, labor market needs, and available resources.

Project Management and Operational Monitoring

The Director oversees all projects from study phase through implementation and final evaluation, ensuring compliance with quality standards, allocated budgets, and established deadlines.

Development and Partnerships

The position involves leading sectoral and regional prospective studies to anticipate competency needs, as well as coordinating strategic partnerships with economic actors, public institutions, and international organizations.

Leadership and Team Management

The Director guides and motivates Directorate teams, including Project Management, Prospection and Development divisions, while developing their competencies through training and knowledge transfer.

Required Qualifications

Candidates must meet the following conditions:

• Higher education degree in engineering, management, economics, or relevant field.
• PMP certification or recognized training in project management.
• Minimum 10 years professional experience in strategic leadership positions and complex project management, including at least 5 years in managerial responsibility roles.
• Excellent command of French in writing and speaking, with strong preference for English knowledge.
• Age under 45 at service start date.
• Moroccan nationality.
