Position Overview and Administrative Context

The two vacant positions are for the role of Department Head and are located within the Directorate of General and Legal Affairs in Rabat. Candidate Profile and Eligibility Criteria

This call is specifically aimed at tenured civil servants and contractual agents already employed within the State Secretariat. The eligibility criteria are stringent, designed to ensure a high level of competency and experience:

  • Be ranked, at a minimum, at the grade of Second-Class Administrator (Rédacteur de 2ème échelle) or within the State Engineer framework, or in an equivalent indiciary rank grade.
  • Hold a diploma or certificate granting access to the grade of Third-Class Administrator (Rédacteur de 3ème échelle) or an equivalent grade.
  • Provide proof of at least four (4) years of effective service as a tenured official, or five (5) years for contractual agents, within the State Secretariat.
  • Have previously held the position of Service Head, thereby demonstrating proven management experience.

Civil servants and contractual agents who are already serving as Department Heads on the date of this announcement's publication are also eligible to apply.

Application Dossier and Submission Procedure

A complete application dossier must include the following documents:

  • A formal application letter indicating the approval of the candidate's administrative unit and the opinion of their direct supervisor regarding their professional competencies.
  • A detailed curriculum vitae highlighting academic qualifications, professional career path, and previously held roles and responsibilities.
  • A proposed work program and methodology for managing, developing, and improving the performance of the concerned service. A printed form is provided for this purpose.

The submission of application dossiers is exclusively via email to the following address: candidatures@mpm.gov.ma. The absolute deadline for submission is February 13, 2026, at 4:30 PM. Any application received after this deadline, submitted through any other means, or found non-compliant with the stated conditions will be deemed inadmissible and filed without response.

The Selection Process Timeline

Following the review of all dossiers by a specially appointed committee, a shortlist of pre-selected candidates who meet all legal and professional requirements will be published. These candidates will then be invited to attend a selection interview before the committee.

Results Announcement and Appeal Process

Upon completion of the interviews, the committee will prepare a final report ranking the selected candidates in order of merit. This report requires the approval of the State Secretary before the official results are published on the aforementioned platforms.

In line with prevailing legislation, any concerned candidate retains the right to appeal the final report of the selection committee through the administrative and regulatory recourse channels provided for by law.
