The Ministry of Youth, Culture and Communication - Communication Department is organizing a recruitment competition for five assistant professor positions, grade A, scale 11. These positions are intended for the Higher Institute of Information and Communication (ISIC) located at Allal El Fassi Avenue, Al Irfane City, Rabat. Competition Details and Basic Requirements

The competition is organized according to several decrees and ministerial decisions, including Decree No. 2.11.89 dated 15 Shawwal 1432 (September 14, 2011) regarding the reorganization of the Higher Institute of Information and Communication. The competition is open to Moroccan candidates holding a PhD, State Doctorate, or an equivalently recognized degree in the required specialties. Proficiency in Arabic, French, and English languages is required, along with knowledge of information technology.

Required Specialties and Additional Conditions

The five positions are distributed among the following specialties: English - Media and Communication, English - Radio and Television, Media and Communication Law, Artificial Intelligence in Media and Communication (Digital Content Production), and Audiovisual Media and Multimedia. For the English - Radio and Television and Audiovisual Media specialties, knowledge of the journalism field and broadcasting techniques is required. For English - Media and Communication, English - Radio and Television, and Audiovisual Media specialties, mastery of information, communication, and journalism techniques is necessary.

• Application addressed to the Director of ISIC specifying the specialty field
• Two copies of the electronic national identity card
• Two copies of birth certificate issued within the last three months
• Five copies of curriculum vitae
• Five copies of certified diplomas and qualifications
• Five copies of PhD dissertation
• Five copies of research works conducted personally or collaboratively
• For civil servants: approval from the relevant administration
• For foreign diplomas: copy of equivalence decision from the Ministry of Higher Education

Deadlines and Submission Procedures

Application files must be submitted directly or sent to ISIC, P.O. Box 5 Rabat, no later than February 27, 2026 according to administrative working hours. Lists of candidates admitted to take the competition will be published on the public employment portal www.emploi-public.ma and on the websites of the ministry and ISIC. These lists constitute the official invitation to take the tests scheduled for March 11, 2026.
