Call for Applications for Responsibility Positions at the Ministry of Agriculture, Fisheries, Rural Development, Water and Forests - Fisheries Department

The State Secretariat for Fisheries, under the Ministry of Agriculture, Fisheries, Rural Development, Water and Forests, announces the opening of applications for two (02) head of service positions within the central administration, at the Directorate of Fisheries in Rabat, in accordance with the provisions of Decree No. 2.11.681 of 28 Dhu al-Hijjah 1432 (November 25, 2011) concerning the modalities for appointing heads of divisions and heads of services in public administrations.

Available Positions

• Head of Industrial Fisheries Service (1 position)
• Head of Service for the Supervision and Management of Scientific Observers on Board Fishing Vessels (1 position)

Eligibility Criteria

The following categories may apply for the position of head of service:

Category 1: Permanent civil servants and contract agents under the State Secretariat for Fisheries who meet the following conditions:

• Be classified at least in the grade of Inspector of the 2nd grade or State Engineer or in one of the grades with index 509.
• Hold at least a diploma or certificate allowing access to the grade of Inspector of the 3rd grade or equivalent grade.
• Have at least two (2) years of actual service as a permanent employee or three (3) years for contract agents, within the State Secretariat for Fisheries.

Category 2: Permanent civil servants and contract agents under the State Secretariat for Fisheries who are currently performing the duties of head of service on the date of the vacancy announcement.

Exception: If required by the interest of the service, by way of derogation from the previous provisions, permanent civil servants and contract agents classified in the grade of Inspector of the 3rd grade or in one of the grades with index 509, who have a seniority of at least fifteen (15) years of actual service in state administrations or local authorities, including at least four (4) years in the aforementioned grade, may apply.

How to Apply

Applications must be submitted by email to: candidatures@mpm.gov.ma no later than August 3, 2026 at 4:30 PM. Any application received after the deadline or sent by any other means or not meeting the required conditions will not be considered and will be filed without response.

Application File

The application file must include the following documents:

• An application letter including the approval of the administrative unit to which the candidate belongs, along with the opinion of the candidate's direct supervisor on the application.
• A curriculum vitae outlining the candidate's qualifications, professional background, and previous missions and functions.
• A work plan and methodology proposed by the candidate for managing, developing, and improving the performance of the relevant administrative unit (accompanied by a printed form to be filled out).

Selection Interview

After reviewing the applications by a committee appointed for this purpose, the list of candidates meeting the required conditions will be announced in accordance with the provisions of Decree No. 2.11.681, in order to undergo a selection interview before the committee. The date and location of the interview will be communicated later via:

• The public services portal: www.service-public.ma
• The website of the State Secretariat for Fisheries: www.mpm.gov.ma
• The notice boards at the various premises of the central administration and external services.

Announcement of Final Results

After the selection interview, the committee will prepare a final report containing the names of the selected candidates ranked in order of merit. The results of the selection interview will be announced after approval by the Secretary of State, through publication on the public services portal, the website of the State Secretariat, and at the headquarters of the central administration, external services, and the location where the selection took place.

Each concerned candidate may challenge the final report of the selection committee through the means provided by the applicable legislative and regulatory texts.

The selected employee will be appointed to perform the duties of head of service at the central administration by a decision of the Secretary of State to the Minister of Agriculture, Fisheries, Rural Development, Water and Forests, in charge of Fisheries. This appointment is revocable.
