Administrative and Financial Manager – Oujda Development Company

Oujda Li Tahyiaa S.A., a development company under the Wilaya of the Oriental Region, is recruiting an Administrative and Financial Manager to strengthen its human capital. This is a unique opportunity to join a dynamic team in Oujda and contribute to local development.

Position Details

  • Number of positions: 1
  • Contract type: Fixed-term contract
  • Education: Master's degree (Bac+5) in Finance, Accounting, Financial Engineering, or equivalent
  • Experience: Minimum 2 years

Key Responsibilities

Under the supervision of the General Management, the manager will:

  • Participate in defining operational orientations for administrative management systems
  • Establish management procedures and monitoring indicators
  • Prepare budgets in line with strategic choices
  • Monitor and control operating and investment budgets
  • Contribute to the preparation of cash flow forecasts
  • Monitor and analyze cash position
  • Ensure the reliability of accounts and preparation of financial statements
  • Control legal commitments and centralize contracts
  • Ensure compliance with legislation and legal watch
  • Manage external relations (banks, insurance, auditors)
  • Prepare tender documents and ensure compliance with the Public Procurement Code
  • Participate in bid opening and evaluation committees
  • Monitor the administrative follow-up of contracts and orders
  • Produce dashboards and monitoring reports
  • Supervise all company contracts and their follow-up

Required Skills

  • Strong technical knowledge in administration, accounting, and finance
  • Good knowledge of public procurement regulations
  • Understanding of budget preparation processes
  • Knowledge of human resources management
  • Organizational and management skills
