The Regional Agricultural Development Office of Moulouya, under the Ministry of Agriculture, Maritime Fisheries, Rural Development, Water and Forests, is organizing a recruitment competition for 25 positions of 3rd grade technical specialist at scale 9. These positions are part of the national agricultural development strategy and aim to strengthen technical expertise in vital areas contributing to regional agricultural sector growth.

Organization Overview

Established by Royal Decree No. 832-66 dated October 22, 1966, the Regional Agricultural Development Office of Moulouya is a leading institution in agricultural development in the Oriental region. The office operates under the leadership of Mr. Mohamed El Yaagoubi as Director, with Mr. Mustapha Oussaïd, Head of Irrigation and Drainage Network Management Service, acting as Deputy Director.

Position Details and Requirements

The 25 positions are available in the following specialties: Rural Engineering, or Water Management and Control, or Rural Hydraulics and Irrigation. Candidates must be Moroccan nationals, aged at least 18 years and not exceeding 40 years as of January 1st of the current year. They must hold a specialized technician diploma in one of the mentioned specialties, issued by an accredited vocational training institution, or an equivalent qualification according to current regulations.

Competition Process and Stages

The competition consists of two main phases:

  • Two written tests: the first focusing on the required specialty, the second on a general subject.
  • An oral examination: lasting at least 15 minutes, including discussion with the jury on general culture and the specialty field.
Each test is graded from 0 to 20, with any score below 5 being eliminatory. To qualify for the oral examination, candidates must obtain an average of at least 10 out of 20 in the written tests, without any eliminatory score.

Special Conditions for Specific Categories

The office reserves 7% of these positions for persons with former resistance fighter status, dependents of the nation, former military personnel, or former combatants. Additionally, 5% of positions are reserved for persons with disabilities, in accordance with Prime Minister's Decision No. 3.130.00 dated July 10, 2000.

Additional Information for Candidates

Current civil servants must provide explicit authorization from their original administration to participate in the competition. All submitted documents must be dated within the last 3 months. For foreign diplomas, a certified translation into Arabic or French and an equivalence certificate from the competent authority are required.

The monthly salary is set between 4500 and 5300 MAD, with benefits according to public sector regulations. The examination date will be announced later, with the competition code being C41458/26.
