Casablanca Municipality is seeking qualified candidates for the position of Head of Urban Planning, Housing and Property Department. Position Overview and Legal Framework

This recruitment initiative is conducted in accordance with Moroccan regulations governing appointments to senior positions within public administrations. The process follows multiple official texts including the dahir of February 24, 1958 concerning the general statute of public service and its subsequent amendments.

Eligibility Requirements for Candidates

Applicants must meet the following conditions:

  • Be classified at minimum as second-class administrator or within the state engineer framework
  • Hold a diploma allowing access to second-class administrator or state engineer grade
  • Have at least four years of service as a permanent employee, or five years for contractual agents
  • Previous experience as division head (with possible exemption for service necessity)
  • Deep knowledge of territorial communities and their regulatory framework

Key Responsibilities and Duties

The department head will be responsible for:

  • Working under the supervision of the Director of Urban Planning, Property and Legal Affairs
  • Coordinating and animating administrative work among various department divisions
  • Supervising division heads and department staff while encouraging productivity and innovation
  • Proposing staff movements and providing input on division head appointments
  • Assisting the director in preparing staff training documents
  • Participating in developing decision projects and documents within department competencies
  • Monitoring implementation of action programs and department projects
  • Preparing periodic activity reports and proposing improvement initiatives
