About the Competition

The Authority for Control of Insurance and Social Welfare (ACAPS) is recruiting a Senior Legal Counsel (Juriste Confirmé) for its Social Welfare Directorate. This recruitment is part of strengthening its teams. The position is based in Rabat, in the Rabat-Salé-Kénitra region. Only one position is available, making the selection highly competitive.

Job Responsibilities

The Senior Legal Counsel will perform intermediate legal and regulatory analyses in the field of social welfare and financial regulation. Key duties include:

Legal and Regulatory Analysis

• Study and interpret applicable legislative and regulatory texts.
• Identify and report non-compliance risks or ambiguities.
• Prepare detailed analytical notes and recommendations for senior lawyers.

Drafting and Document Review

• Participate in drafting opinion projects, reports, or technical agreements.
• Verify legal compliance of internal and external documents.
• Contribute to preparing draft legislative, regulatory, or decision-making texts.

Case Management and Administrative Follow-up

• Ensure follow-up of legal cases of intermediate complexity.
• Centralize and organize information to facilitate validation by senior lawyers.
• Participate in managing deadlines and correspondence related to legal cases.

Legal Monitoring and Knowledge Management

• Conduct in-depth regulatory monitoring and identify developments impacting activities.
• Contribute to updating documentary databases and monitoring tools.
• Write summary notes for internal distribution.

Project Support and Continuous Improvement

• Participate in developing materials for meetings, committees, or bodies.
• Contribute to optimizing internal tools and methods.
• Provide occasional support to senior lawyers in handling sensitive cases.

Required Profile

• Holder of a higher education degree in law (Master's level or equivalent, Bac+5).
• Minimum 3 years of professional experience in an insurance company, law firm, mutual society, provident fund, or similar institution.

Desired Skills

• Knowledge of the environment and regulations governing the social welfare sector.
• Ability to examine compliance with applicable regulations.
• Proficiency in drafting and processing normative texts (decrees, circulars).
• Rigor, organizational skills, and interpersonal ease.
• Perfect command of Arabic and French. A good level of English is desirable.
