Candidates must hold a specialized technician diploma issued by vocational training institutions established under Decree No. 2.86.325 of January 9, 1987, or one of the equivalent diplomas listed in Decree No. 2.12.90. Specialization must be in civil engineering or major works, as these positions require advanced technical skills in the construction field.

Technicians will be recruited at scale 9 with the third grade technician rank. 25% of positions are reserved for persons with the status of resistance fighter, nation's dependent, or former military personnel, and 9% for disabled persons holding a disability card.
