The Regional Project Execution Agency of Casablanca-Settat region announces the opening of applications for the position of Programming Department Head. General Position Information

This leadership role requires high technical competencies and substantial field experience in programming and technical project monitoring. The Programming Department Head works under the supervision of the Studies and Programming Pole Director, leading a specialized team in planning and executing projects assigned to the agency.

Required Qualifications

Candidates must hold a State Engineering diploma in civil engineering, rural engineering, or equivalent. A minimum of five years' experience in the field of studies is required, including at least two years in a leadership position within a public or private organization. Additionally, candidates must demonstrate at least two years' experience in a study office specialized in roads, VRD, or construction fields.

Duties and Responsibilities

• Ensure clear and effective programming of projects assigned to AREP.
• Direct and monitor studies of projects and programs entrusted to the agency.
• Develop technical specifications for studies and monitor resulting contracts.
• Accompany study offices, laboratories, and surveyors in executing study services.
• Guarantee study execution according to contractual and regulatory provisions.
• Monitor agreements with relevant partners.
• Enable smooth and coherent project management.
• Identify main blocking points in programming to anticipate risks.
• Define structural elements necessary for PMO implementation.
• Prepare regular reports on department activities for pole direction.

Personal Qualities Required

The ideal candidate must possess excellent analytical and synthesis capabilities, strong interpersonal skills, marked initiative, and significant autonomy. The ability to work in teams and effectively manage human and material resources is also essential.

About the Regional Project Execution Agency

Established following deliberation No. 02/2016 of the Casablanca-Settat Regional Council, AREP operates under the supervision of the Regional Council President. The agency's primary mission involves executing development projects that contribute to improving regional infrastructure and services, while promoting sustainable development.
