Exciting Career Opportunity: Financial Risk Officer at Fonds d'Equipement Communal

The Fonds d'Equipement Communal (FEC) is recruiting a Financial Risk Officer to join its Finance Department within the Finance Division. This is a remarkable opportunity for experienced professionals in financial and banking risk management to work for a leading public institution that finances local communities in Morocco.

Key Responsibilities

The Financial Risk Officer will be responsible for:

  • Financial Risk Management: Identifying, assessing, and managing financial risks, including liquidity, interest rate, and foreign exchange risks. Calculating interest rate gaps, sensitivity of Net Interest Margin (NIM) and Economic Value of Equity (EVE). Monitoring static and dynamic liquidity gaps and regulatory ratios (LCR, NSFR). Conducting internal stress tests.
  • Regulatory and Internal Reporting: Contributing to the ILAAP report and performing ALM-related analyses for both internal and external purposes.
  • Performance Management: Preparing ALCO committee meetings, monitoring financial performance indicators, contributing to the bank's financial strategy, and conducting macroeconomic and financial market surveillance.

Candidate Profile

To be considered, applicants must meet the following requirements:

  • Hold a master's degree (Bac+5 minimum) from a top engineering or business school or equivalent.
  • At least five (5) years of professional experience in a similar role.
  • Excellent knowledge of Asset and Liability Management (ALM) principles and techniques, including liquidity, interest rate, and FX risk management. Thorough understanding of banking regulations (Basel III, Bank Al-Maghrib requirements, ILAAP, IRRBB, LCR, NSFR).
  • Proficiency in financial modeling and risk management tools. Ability to produce and analyze financial, budgetary, and regulatory reports.
  • Strong cross-functional collaboration skills, initiative, autonomy, adaptability, and excellent written and verbal communication skills.
