Director of Studies, Monitoring and International and Regional Cooperation Position
The Presidency of the Government announces the opening of applications for the position of Director of Studies, Monitoring and International and Regional Cooperation within the Ministerial Delegation for Human Rights. This leadership role represents an exceptional opportunity for experienced professionals in the field of human rights and international partnerships.
Essential Position Information
This announcement follows the decision of the Head of Government dated April 17, 2026, taken in application of the provisions of the Constitution, particularly Articles 49 and 92, and in accordance with Organic Law No. 02-12 relating to appointments to senior positions. Only one position is available, making the selection process particularly demanding.
Required Application Conditions
Candidates must meet the following conditions:
- Moroccan nationality
- Higher university diploma at Master's or specialized Master's level, State Engineering diploma or equivalent
- Professional experience of at least 5 years in state administrations, local authorities, public institutions or the private sector
- Recognized experience in the field of human rights, partnerships and management of related projects
- Proficiency in Arabic and French languages
Position Duties and Responsibilities
The Director of Studies, Monitoring and International and Regional Cooperation assumes several responsibilities:
- Supervision of studies and research in human rights
- Organization of monitoring and evaluation activities for policies and programs
- Development and strengthening of international and regional cooperation in human rights
- Management of partnerships with international and regional organizations
- Coordination of projects and programs related to human rights
The responsibilities of this position are defined by Decree No. 2.25.541 of 25 Rabi I 1447 (November 18, 2025).

Submission and Selection Procedures
The application file must be submitted in six copies to the Private Secretariat of the Ministerial Delegate for Human Rights from April 8 to April 22, 2026, according to the administrative schedule in force. The Presidency of the Government will establish a commission responsible for studying and ranking applications, which will preselect eligible files and conduct selection interviews with candidates.

The Ministerial Delegation for Human Rights operates under the authority of Mr. El Habib Belkouch, Ministerial Delegate appointed by Royal Decree No. 1.25.41 of 2 Shawwal 1446. The delegation works to promote and protect human rights in Morocco through integrated policies and strategies.
