The administration of the Akhfennir Communal Council, under Tarfaya Province in the Laâyoune-Sakia El Hamra Region, announces the opening of applications for the vacant position of Director of Services. This announcement is based on Decision No. 014/2026 dated February 6, 2026, and represents a unique opportunity for qualified civil servants to advance to a leadership role in local administration.

Job Details and Requirements

This announcement targets official employees belonging to the budget of Akhfennir Commune, contracted frameworks working within the communal administration, or employees placed at the disposal of other administrations. Candidates must meet the following conditions:

  • Be ranked at least in the grade of second-class administrator, or in the state engineer framework, or in one of the grades with an equivalent indicative index.
  • Hold at least a certificate or diploma allowing access to the third-class administrator grade or an equivalent grade.
  • Have, at the date of this decision's announcement, at least two (2) years of effective service as a permanent employee, or three (3) years for contracted agents.

Permanent employees and contracted agents currently performing head of service duties may also apply, with an exception possible for employees ranked in the third-class administrator grade, provided they have at least 15 years of effective service in state administrations or territorial communities, including at least 4 years in the mentioned grade.

Position Duties and Required Competencies

The duties of the Director of Services position and the competencies required to assume it are defined in Annex No. 1 attached to the announcement decision. The Director of Services assumes important administrative and legal responsibilities within the Administrative and Legal Affairs Service of the commune, including supervising daily activities, ensuring the application of laws and regulations, and contributing to improving administrative performance.

Application Procedure

The application file must include the following documents:

  • An application request bearing a recent photograph, accompanied by the direct supervisor's approval and opinion on the candidate's competence.
  • An application form to be downloaded from the public services portal www.emploi-public.ma.
  • A candidate's curriculum vitae including qualifications, an overview of professional background, and the duties and functions performed.
  • Copies of obtained diplomas and a copy of the national identity card.
  • A work program and methodology proposed by the candidate for the mission to be entrusted to them, and ways to enhance administrative performance.
  • The appointment decision in the current framework, and the appointment decision to a responsibility position if available.

Application files must be deposited at the registry office of the commune's headquarters during working hours in force in public administrations, until March 23, 2026, before 4:30 PM, which is the final deadline for accepting applications.

Selection Process

A commission appointed by decision of the President of the Akhfennir Communal Council will be responsible for selecting files that meet the application conditions and initiating the selective interview. This decision is published on the public services portal www.emploi-public.ma and at the headquarters of the Akhfennir Territorial Commune.
