The Ministry of Energy Transition and Sustainable Development - Department of Energy Transition, is opening applications for the position of Director of Geology, Mines and Hydrocarbons. This leadership role presents a unique opportunity for experienced professionals to contribute to the Kingdom's policies in natural resources and energy, within the framework of Morocco's adopted sustainable development strategy.

About the Ministry and Department

The Ministry of Energy Transition and Sustainable Development leads the transition toward a green and sustainable economy, focusing on diversifying energy sources and ensuring the Kingdom's energy security. The Department of Energy Transition operates within this comprehensive vision, playing a central role in managing geological, mineral and hydrocarbon resources, which form a fundamental pillar of economic development.

Key Duties and Responsibilities

The appointed director will assume a set of vital duties outlined in regulatory texts, including Decree No. 2.23.922 and Decree No. 2.97.364. These responsibilities include:

  • Exploring, evaluating and improving the status of geological, mineral and energy resources, including hydrocarbons, natural gas and hydrogen.
  • Supervising the mobilization of land for mineral sector development, and protecting geological sites and fossils.
  • Monitoring mining facility development and mine site rehabilitation according to approved plans.
  • Preparing studies related to geological detection of underground and surface resources, and natural risks of geological origin.
  • Examining requests related to research agreements and accreditation of geological engineers, as well as export of samples in mining and geology fields.
  • Promoting research, innovation and technology transfer in the field, and contributing to legislative and regulatory text preparation.

Required Application Conditions

Candidates must meet the following conditions:

  • Moroccan nationality.
  • State engineering diploma, master's degree or equivalent qualification allowing classification in scale 11 of public administrations.
  • Professional experience of at least six years in state administrations, public institutions or the private sector.
  • Previous position as division head or equivalent.
  • Proficiency in Arabic, French and English languages.
  • Knowledge of public policies and strategies related to the energy transition department, and legal texts in geology, mining and hydrocarbons fields.

Application Procedure and Deadlines

Interested candidates must submit a complete file including:

  • The unified standard form downloadable from the energy transition department's website (www.mem.gov.ma) or the public employment portal.
  • A written application, CV summary with recent photograph and all documents proving required conditions.
  • The proposed work program and methodology for managing the directorate and improving its performance.

The file must be submitted in five copies with one digital copy on electronic media (USB) in a sealed envelope marked "Application for Director of Geology, Mines and Hydrocarbons Position," at the General Secretariat of the energy transition department in the Agdal administrative district in Rabat, during public administration working hours, from May 27, 2025 until April 10, 2026 at 4:30 PM.

Selection Process and Committee

A special committee will be established to examine applications and conduct selective interviews according to Decree No. 2.12.412. Candidates accepted for interviews will present their proposed work program and methodology before the examination committee. This decision is published on the public employment portal (www.emploi-public.ma) and the electronic websites of the prime ministry and energy transition department.
