Job Opportunity: Administrative and Financial Manager at SMART Tourisme

The Regional Development Company for the Promotion of Small and Medium Tourism Enterprises in Souss-Massa (SMART Tourisme) is recruiting for the position of Administrative and Financial Manager (M/F). This regular recruitment opportunity offers a permanent contract for senior professionals looking to join a dynamic team dedicated to supporting and developing the tourism sector in one of Morocco's key tourist regions.

Position Details and Responsibilities

The role is based in Agadir, with immediate availability under a permanent contract (CDI). The Administrative and Financial Manager will report directly to the General Manager and work within the Administrative and Financial Department. Key responsibilities include:

  • Supporting the General Manager in the operational management and monitoring of the company across administrative, financial, legal, and human resources aspects (public procurement procedures, HR policies, etc.).
  • Overseeing and controlling financial management, accounting, and treasury operations, as well as preparing budgets and ensuring their follow-up (trial balance, fixed asset inventory, bank reconciliation statements, tax declarations).
  • Preparing technical files for funding agencies.
  • Coordinating all project activities and human resources (personnel management, payroll, training initiatives) in compliance with applicable regulations.
  • Negotiating, analyzing, and drafting contracts in accordance with legislative and regulatory frameworks.
  • Preparing summary notes on legal frameworks.

Required Profile and Skills

This position is open to Moroccan candidates under 45 years of age. The required educational level is a Bachelor's degree (Bac+4/5 minimum) in management, administration, or finance (or equivalent). A minimum of 5 years of professional experience in a similar role within the same sector is mandatory.

In terms of technical skills, the ideal candidate should possess:

  • Excellent knowledge of administrative, financial, and commercial law, general and analytical accounting, and management (knowledge of the tourism sector is an advantage).
  • Perfect mastery of administrative procedures, including public procurement processes.
  • Proficiency in using office tools, Business Intelligence software, data analysis tools, database management systems, and accounting and tax processing software.
  • Perfect command of French and Arabic, with solid written and spoken English skills.

Regarding personal qualities, the candidate should be positive, welcoming, courteous, and possess strong interpersonal skills, active listening abilities, and a diplomatic mindset. Autonomy, initiative, proposal strength, teamwork capabilities, and a taste for cooperation are essential. Other required qualities include good anticipation skills, discretion, confidentiality awareness, proven organizational and methodological abilities, and application rigor.
