ACAPS Recruitment for Chef de Projet MOE (Tech lead) Position

The Autorité de Contrôle des Assurances et de la Prévoyance Sociale (ACAPS) is recruiting a Chef de Projet MOE (Tech lead) to join its Resources and Transformation Directorate. This is a regular recruitment for one position based in the Rabat-Salé-Kénitra region.

Key Responsibilities

The selected candidate will be responsible for:

• Managing projects as a MOE project manager.
• Contributing to detailed specifications, design files, and technical architecture documents.
• Aligning IT projects with techno-functional urbanization.
• Supervising and handling IT project developments.
• Implementing CI/CD pipelines while ensuring quality best practices.
• Monitoring technical testing phases of IT projects.
• Producing technical documentation for IT projects.
• Adapting and configuring deployed solutions to meet new business needs.
• Participating in maintaining ISMS, SVMS, and QMS systems.

Requirements

• State engineering degree or equivalent in information systems or computer science.
• Minimum 5 years of experience as a tech lead, technical expert, or MOE project manager.

Desired Skills

• Knowledge of Machine Learning and Deep Learning.
• Knowledge of artificial intelligence and multi-agent architectures.
• Strong understanding of cloud native architectures.
• Proficiency in managing and administering Kubernetes clusters.
• Full command of frameworks: Java, Spring, Angular, Django.
• Strong analytical skills.
• Knowledge of project management best practices.
• Familiarity with information system design and analysis methods.
• Up-to-date with latest IT development standards and norms.
• Teamwork and initiative.
• Rigor and synthesis skills.
• Methodical, adaptable, and good communication skills.
