Martil Municipality, under the jurisdiction of the M'diq-Fnideq Prefecture, announces the opening of applications for an external recruitment competition to fill six (06) positions of 4th Grade Technician, scale 8. This competition targets holders of a diploma in professional specialties related to urban planning or building construction, who wish to engage in administrative and technical work within territorial communities. Competition details and conditions

The competition is organized based on a set of legal and regulatory texts, notably the Royal Decree concerning the general statute of the civil service and the organic laws relating to municipalities. The written tests will take place on May 10, 2026, at 9:00 AM, at the Higher Normal School of Martil or another institution if necessary. The deadline for submitting application files is set for April 3, 2026, at 4:30 PM.

Conditions for participation in the competition

  • Be of Moroccan nationality.
  • Enjoy civil rights and have good moral character.
  • Possess the mental and physical capacities required to exercise public functions.
  • Be at least 18 years old and at most 40 years old as of January 1 of the competition year (2026), with possible age limit extensions for specific categories.
  • Hold a diploma issued by a vocational training institution in the specialty of urban planning or building construction, or one of the equivalent diplomas listed in accordance with Decree No. 2.86.325.

Composition of the application file

Candidates wishing to participate must submit a complete file including the following documents to the registry office of Martil Municipality within the specified deadlines:

  • A handwritten application addressed to the President of the Municipality, indicating personal data, address, phone number, email address, type of competition, and desired specialty.
  • A curriculum vitae (CV) bearing a recent photo of the candidate.
  • A copy of the required diploma or a recognized equivalent certificate, accompanied by a copy of the equivalence decision. Certificates of success are not considered.
  • A copy of the birth certificate (issued less than three months ago).
  • A copy of the electronic national identity card.
  • Three stamped envelopes bearing the candidate's name and address.
  • Civil servant candidates must provide authorization from their original administration.

Examination system and selection

The competition includes two main tests:

  1. The written test: Lasting three hours (3H) with a coefficient of 4. It may be a general subject or multiple-choice questions (MCQ) related to the tasks or functions to be filled, or to the competencies of the territorial community.
  2. The oral or practical test: Lasting between 15 and 45 minutes with a coefficient of 3. The jury discusses various topics with the candidate, or subjects them to a practical test in the required specialty, to assess their aptitude for performing the missions associated with the grade.

Each test is graded out of 20. A score equal to or below 5/20 is eliminatory. Only candidates who obtain a score of at least 12/20 in the written test are admitted to the oral test.

The 4th Grade Technician is classified on scale 8, with a reference monthly salary ranging between 4700 and 5400 dirhams, and benefits from the pension scheme and social advantages provided for the civil service. In accordance with current regulations, 25% of the positions are reserved for persons with the status of resistance fighter, nation's dependent, former military personnel, or former combatant, and 10% for persons with disabilities holding a disability card, as provided by applicable texts.
