It should also be recalled that the provisions on reserving budgetary posts for former resistance members, wards of the nation, former military personnel and former combatants, as well as persons with disabilities, remain applicable whenever their legal conditions are met.

Tests and content

The 2nd-grade administrator competition includes three tests, each with a set duration and coefficient:

General written test

It covers various legal, economic, managerial, social, human or scientific issues. Its duration is three hours and its coefficient is 02.

Special written test

It concerns the field of the administration's competences, the required specialties, or the duties and functions to be performed. Its duration is three hours and its coefficient is 03.

Oral test

The competition panel discusses various topics and issues with the candidate in order to assess their ability to perform the duties or functions linked to the grade concerned. Its duration is between 15 and 30 minutes and its coefficient is 03.

Only candidates who are admitted, have taken both written tests and obtained the required average, under the conditions set by the regulatory provisions in force, are allowed to take the oral test.

Application file and required documents

The application file must include the following documents:

  • a handwritten application to take part, addressed to the university president, showing the candidate's name, address, telephone number and email address, signed by hand, and stating the cadre and specialty;
  • a curriculum vitae (CV) with the candidate's photograph;

Application process and deadlines

Applications must be submitted through the dedicated electronic platform, with requests and required documents sent exclusively through that channel before 22 November 2026. Candidates concerned by reserved posts, namely former resistance members, wards of the nation, former military personnel and former combatants, must also send their files to the competent services responsible for their situation.

Incomplete files, files not meeting the conditions, files containing inaccurate statements or data, or files submitted after the deadline are rejected. The lists of candidates admitted to the written and oral tests will be published on the university's website, and that publication serves as an official summons.

Practical preparation advice

Given the nature of the tests, candidates can organise their preparation in three stages. First, review the legal, economic, social and managerial issues covered by the general test, paying attention to institutional developments. Second, deepen knowledge of administrative law and legal disputes, including procedures and judicial competences. Third, prepare for the oral test by practising how to present ideas and justify professional choices.

It is advisable to prepare a complete paper and digital file before the platform opens, to check that each document matches what is required, and to keep backup copies. The information in the handwritten application and the CV should also be checked for accuracy before sending.

Summary

This competition offers a limited opportunity with a single post, but it requires serious and rigorous preparation, both in terms of documents and in terms of the tests. Meeting the deadlines and following the electronic procedure remain essential conditions for the application to be examined.
