The notice carries the code R 27178/26 and was published on 30 October 2026; the application deadline is 16 November 2026 at 16:30.
This is a representation, management and territorial steering role, reporting hierarchically to the General Directorate. Purpose of the post and main responsibilities
The regional delegate represents ODCO at regional level and ensures, within the orientations set by the General Directorate, that the Office's strategy is translated into and implemented across the territory. The role involves steering cooperative development programmes and actions and managing the regional delegation. The delegate is accountable for achieving the delegation's objectives, the quality of services provided to cooperatives, mobilising territorial partners, sound management of the resources placed under their responsibility and reporting information useful to central decision-making.
Areas of responsibility
- Strategic steering and regional planning: translating ODCO's strategic orientations into regional priorities, programmes and action plans, preparing the delegation's annual action plan, setting operational objectives and monitoring their achievement.
- Programme steering and cooperative development: coordinating the regional implementation of ODCO programmes and projects, supervising support, training and development actions for cooperatives, and encouraging cooperative projects suited to the territory's economic and social potential.
- Knowledge and observation of the cooperative sector: maintaining up-to-date knowledge of the regional cooperative fabric, ensuring data quality and that cooperatives comply with applicable legislative and regulatory provisions, and producing useful diagnostics.
- Institutional representation and partnerships: representing ODCO before regional authorities and partners, maintaining relations with local authorities, deconcentrated State services and public establishments, promoting partnership opportunities and monitoring territorial agreements.
- Human resources management: organising the delegation's operation, allocating responsibilities, leading, mobilising and evaluating teams, and identifying skills and training needs.
- Administrative, material and logistical management: ensuring sound administrative organisation, rational use and preservation of resources, and compliance with internal procedures.
- Performance monitoring and reporting: setting up dashboards, monitoring indicators, analysing results and gaps, producing requested reports on time and alerting the General Directorate to significant risks.
Working relations include, internally, the General Directorate, central departments, administrative, financial and support structures, other regional delegations and delegation staff; externally, wilayas, provinces and prefectures, regional councils and other local authorities, deconcentrated State services, public establishments and enterprises, cooperatives and unions, professional chambers, financing and support bodies, universities, associations, the private sector and technical and financial partners.

- Highlight experience in supporting cooperatives, managing development programmes and coordinating with territorial partners.
- Make sure the CV clearly states grade, step, seniority and duties performed, as these are decisive for verifying eligibility.
- Review knowledge of the cooperative sector's legal framework, the social and solidarity economy and territorial development policies.
- Prepare a digital copy of each document before submission to avoid technical problems on the final day.
This call is an opportunity for ODCO's internal talent to take on regional leadership responsibilities in a context of strengthening cooperative development across the territory.
