Eligibility conditions

The contest is open to Moroccan nationals aged at least 18 and at most 45 on 1 January of the current year, that is, the year of the contest. That date is the reference for assessing the age condition.

Required diplomas

Candidates must, as a mandatory condition at the time of registration, hold one of the following diplomas in the specialty indicated above, namely economy and finance:

  • diploma of advanced higher studies (diplôme des études supérieures approfondies);
  • diploma of specialised higher studies (diplôme des études supérieures spécialisées);
  • master's degree;
  • specialised master's degree;
  • or one of the diplomas recognised as equivalent to these, in accordance with the regulatory provisions in force.

The diploma must match the requested specialty. No diploma or certificate falling outside the required level or specialty will be accepted, and a mere certificate of success is not taken into account.

Diplomas that do not state the specialty

Where a diploma does not mention the specialty or field, it must be accompanied by a certificate issued by the relevant university institution clearly indicating that specialty or field.

Foreign diplomas or diplomas from private institutions

For foreign diplomas or diplomas issued by private institutions, candidates must attach, when registering on the portal, the equivalence decision published in the Official Gazette, together with the diplomas annexed to and specified in that decision.

Reserved shares for specific categories

The announcement reserves 25% of the financial posts put to competition for people with the status of resistance fighter, ward of the nation, former military serviceman or former combatant. It also reserves 7% for persons with disabilities holding the "person with disability" card. These are two independent shares, each with its own target category and its own conditions.

Tests and marking rules

The contest comprises two tests.

Written test

The written test consists of an essay or multiple-choice questions (MCQ) on the duties or functions to be performed, the remit of the Ministry of the Interior, or the required specialties. It lasts three (3) hours and carries a coefficient of 4.

Oral test

The panel discusses various topics with the candidate in order to assess their ability to perform the duties or functions attached to the grade being contested. The oral test lasts between 15 and 30 minutes and carries a coefficient of 3.

Threshold for reaching the oral test

Only candidates who obtain an average of at least 10 out of 20 in the written test are admitted to the oral test. This is an eliminatory threshold: no candidate can proceed to the oral stage without reaching it.

Application procedure

The application must be registered on the public employment portal during the period from 9 November 2026 until 23 November 2026 at 16:30. Applications submitted outside this window are not accepted.

The application filed on the electronic platform must include the following documents:

  • a copy of the required diploma;
  • a copy of the national identity card;
  • the candidate's curriculum vitae.

Special situations at the filing stage

Candidates who are civil servants

Candidates employed in public administrations must, in addition to registering on the electronic portal, submit their applications to take part in the contest, obligatorily accompanied by the final approval of the administration to which they belong, that is, its human resources department.

Resistance fighters, wards of the nation, former servicemen and former combatants

Candidates with the status of resistance fighter, ward of the nation, former military serviceman or former combatant must submit their applications through the administrations responsible for managing their affairs, in addition to registering on the electronic portal within the set deadlines.

Candidates with disabilities

Candidates with disabilities must subsequently provide a certificate issued by the Ministry of Solidarity, Women, Family and Social Development.

Lists and results

The lists of candidates admitted to sit the contest are published on the public employment portal. That publication serves as a summons to the tests, and candidates may also be summoned by any available means.

The written test results and the final results, including the waiting list, are published on the same portal and may be circulated by any available means.

Waiting list and completion of the file

If, when verifying the conditions of participation, it emerges that a candidate already declared successful does not meet one or more of the required conditions, that candidate will be replaced, in order and on merit, by another candidate on the waiting list. Candidates definitively declared successful are also required to complete their files with the administrative documents required by regulation for appointment to the civil service.

Practical preparation for the contest

Beyond the official conditions, a serious candidate can structure preparation around the nature of the announced tests:

  • revise the fundamentals of economics and public finance, with particular attention to budget management, public procurement and the financial management of public services;
  • become familiar with the remit of the Ministry of the Interior and the type of duties attached to the 2nd-grade administrator position, since the written test may cover them;
  • practise multiple-choice questions under time pressure, since the test may take that form;
  • prepare for the oral test by practising clear presentation and discussion of ideas before a panel, focusing on expression and argumentation;
  • assemble legible copies of the diploma, the national identity card and the CV, and check that the diploma's specialty matches the requirement before filing.

It should be recalled that applications are filed exclusively through the public employment portal, that the deadline is 23 November 2026 at 16:30, and that the contest will take place on Sunday 29 November 2026 at the Regional Centre for Education and Training Professions in Tata and, where applicable, at one or more other centres to be determined later.
